A decade on : Maternity hospital at Noorbagh awaits completion

The government has failed to complete the construction of 30 bedded Habba Kahtoon Maternity and children hospital at Noorbagh since last one decade.
Though the construction work has been started in the year 2007, the state government’s health department has done least to complete it within stipulated time.
As per the locals only 60 per cent of the work has been completed of the hospitals which though would cater a large area of the Noorbagh areas of Srinagar city.
“ The Noorbagh compromises of many Mohallas, besides other nearby areas would alo get benefitted with the hospital. But authorities seem least bothered about it thus leaving the people to face immense inconveniences,” they said.
The locals said that the authorities have “forgot” to visit to the area to take note of their problems.
They said that few medicos have been deputed in the hospital which is yet to see completion.
“The upgrading of this hospital is a joke. It will never be made functional. Neither Administration nor doctors are bothered about its functionality. The administration never visited the hospital,” Sameer Ahmad a local said.
He said that the hospital has four doctors and 25 paramedics.
“The delay in the completion of the hospital shows the lazy attitude of the government towards the healthcare sector. People have to go to the other hospitals for the treatment just because it lacks adequate infrastructure,” said Junaid Ahmad, a resident of Noorbagh.
An official, wishing anonymity, that the construction of the hospital has been delayed due to the problems related to the drainage in the area.
“It is very difficult to say whether this hospital will be made fully functional ever. We have a lot of problems here, like there is no drainage system, unavailability of doctors, and lack of basic medical facilities.”
When contacted an official for Directorate of Health Services Kashmir, said the construction will be completed in stipulated time.
“ Even we recently sent a proposal to the government for creation of the posts. We are working on it. We have completed most of the construction work and have asked the hospital authorities to use the services so that people don’t have to suffer anymore.”
