Alone Together: India in Combat with Biological Warfare -1

March 31, 2020 | Dr. Krishan Kumar

SOCIAL DISTANCING" is the phrase of the season. All of us have relished the tragedy of being "alone together", lamenting the lack of physical sociality in the age where everybody is glued to their screens.
India was under Janta Curfew on 22 March at urges by PM. He admired Indian people for their responsible contribution and warns the Nation again on 24th March that The Corona virus is spreading so rapidly, that despite all their efforts the challenge is increasing. Precautionary, he has pleaded
to maintain ‘social distancing’ to combat with the pandemic and to break the cycle of infection. In view of current situation, he has enforced the lockdown or stringent self curfew for more 21 days.
"For the last few days, it looks like if we are safe from [novel] coronavirus. This belief is not right. Prime minister himself admitted. According to PM "Resolution and restraint are very important in combat
against this global epidemic. But despite all, I am worried that merely Janata curfew, social distancing and gratitude will really work? From here on, let us realise that vulnerability-induced social distancing is not just some thing that happens to other people, but we all slip in and out of it all the time, and we need to find more enduring ways of being together.
Moreover, I am anxiously curious that If they fall ill or have to self-isolate, but they don't qualify for El or have access to sick leave. Who will be putting money in their pocket. And if they're an employer of a small business who is worry about paying staff, who will give them a temporary wage subsidy to keep people on the payroll. As shockingly, Modi government spends over Rs 4,300 crore in publicity:
RTI. As per research I got to know that from June 2014 to March 2015, the government spent Rs 424.85 crore in print publicity, Rs 448.97 crore on electronic media and Rs 79.72 crore on outdoor publicity. The government of Prime Minister Narendra Modi has so far spent Rs 4,343.26 crore only for dvertisements and publicity through different media, it has been revealed under RTI, an activist said here on Monday. India has spent Rs 130 crore on these 10 things as preparation for President Donald Trump's visit.
A staggering Rs 55,000-60,000 crore was spent in the Lok Sabha elections, 2019, according to a study by the Centre for Media Studies (CMS), a not-for-profit multi-disciplinary development research think-
tank. The figure is almost twice the amount estimated by the CMS for the last general polls in 2014 at Rs 30,000. There are at least 75 to 85 seats where individual candidates spent more than Rs 40 crore, which is over 50 times the expenditure limit (Rs 70 lakh) mandated by the EC per candidate in a constituency. The question gains significance in the view of the budgetary allocation made for the SPG, a 3,000-strong force of special commandos, in the Union Budget 2020-21. The elite SPG force has got rs.
592.55 crore for 2020-21- an increase of about 10 per cent in budgetary allocation.
Though, Indian govt. has announced an economic stimulus package worth 1.7 trillion rupees ($22.5 billion) on Thursday, designed to help millions of low-income households cope with a 21-day lockdown due to the coronavirus outbreak. Indeed, I admire that Govt. has taken a step into consideration for people. But the question is for everyone – those experiencing homelessness or fleeing domestic violence, farmers, young workers, or Indigenous communities - Is this financial plan sufficient
measures by the govt. for them? Yet,I am anxiously shocked that govt. can spend huge amount on election, security, advertisement, welcoming international guest but largest democratic govt. of India is not well prepared or organised for assisting financially in organised manner to needy masses in this crucial time. As a democratic govt. of 1.5 billion, govt. cant have fragile heart. In combat with biological war (Covid-19) Undoubtedly, Govt. is stick to stringent absolute lock down and also has been in constant contact with the provinces and territories, with Indigenous leaders and communities, and with international counterparts, which is appreciable. Throughout all this lockdown, masses has been consistently tolerant and forbearing. Govt. arrogantly silenced spare them even enough so they can survive under lock down period. U.S and Canadian Govt. together launched a $27-billion plan
to help all Canadians, get through these challenging and exceptional times. Combined with other measures, they have announced a total of $82 billion to support their people and their economy - that's more than 3 percent of their economy. On the contrary, India's effort to combat the coronavirus
outbreak cannot be compared with China as the latter has a "military system" which can force people into social distancing, Minister of State for Home Affairs G Krishna Reddy said on Friday. In one way or another, the spread of COVID-19 is crying all of us to change our daily routines. That might mean working from home, or it might mean planning how to close business temporarily. Masses is worried about their jobs, about paying the bills, about taking care of your kids. But is our govt. is prepared
or planned got us back. Should not govt. already announce a range of measures to protect jobs and the economy, from new rules on Employment Insurance to financing for businesses? In so far as, to understand how India is prepared to combat with pandemic Covid-19, I need to glance in its history of outbreaks, India has faced several such “new disease” outbreaks in the last three decades.
