‘JK’s special status didn’t allow full functioning of democracy’

Lieutenant Governor G C Murmu on Wednesday said the Article 370 was the biggest impediment to the development of Jammu and Kashmir, as it limited Centre's powers to implement special provisions and welfare schemes in J&K.
Murmu said the provision did not allow the full functioning of democracy and caused more damages than any benefits. He was addressing a gathering in Moori Village near Katra in Reasi district as part of government's largest public outreach programme Back to Village.
The LG said the people of Jammu and Kashmir would now get all benefits as enjoyed by the citizens of the rest of country and a host of developmental and welfare schemes will now be implemented without any hindrance.
He said, under the ongoing Back to Village programme, more than 5000 gazetted officers have been deputed to Panchayats across the Union Territory.
They will take stock of developmental requirements and ensure 100 per cent coverage of beneficiary schemes, so as to assist the government in formulation of developmental projects in Jammu and Kashmir.
