Exploitation of Hawkwas Water Scheme

Hakwass water scheme, was launched in the backdrop of severe drinking water shortage by the government of JK way back almost ten years to mitigate the water crisis of village K B PORA. The village has the credit of being highly populated and is one of the largest village of district Kulgam. It is situated at a distance of 20 kms from the main Kulgam district in the lap of nature. The famous Tourist destination AHARBAL is just 10kms from this village .In covid19 pandemic crisis the village was profoundly served as a transit camp and administrative quarantine centre .The transit camp worked in iti college of the village. Apart from this the village is having one PHC and co-educational Higher secondary institute as the main human resource centres. A beautiful Girls Middle School is also functioning here along with many primary schools which cater the educational needs of the village comprehensively.

However , the chief irony of the matter is that the village which is highly populated and where different Govt institutions are working is without drinking water facility. The lack of safe drinking water facility has been affecting the lives of students as well .Every year a number of water borne diseases l break out in the village due to lack of safe drinking water sources. While drinking water facility is the primary concern of government for any institution especially for schools, but here in this village the case is reverse. When local inhabitants are left water thirsty, how then it is possible to provide water facility to the Govt institutions, even primary hospital of the village is battling for fetching water drops. Children studying in schools of the village are also affected badly by shortage of water and thus they have to take water bottles along with them thereby adding more to their chaos. In order to curb the problem of water scarcity the Govt of j and k launched a great and amazing water scheme widely called as Hawkwas Water scheme ,the source of which is Hakawas a wide green pasture fed with rivers coming down from Brahemser etc. However , on the completion of this scheme when the villagers of K B pora were eager to quench the thirst .But the political intervention led to diverging the water to another village called Manzgam . In other words this openly infringed the water rights of the village K B Pora , and thereby led to the discrimination of Hawkwas water scheme.
Again in second phase of the Hawkwas water scheme, the department is trying to diverge again water to some other villages. There needs an efficient water distribution mechanism to tackle the issue in a meticulous manner, that will not feed another person on the cost of one’s death. Govt, of UT needs to revisit the latest developments of HAWKWAS WATER SCHEME, so that drinking water crisis of village K B Pora are mitigated once for all. PHE , department must also intervene into the matter and play a key role in ending this water discrimination issue. Besides, another water source spring known as SHEIKH NAG, needs to be upgraded so that water supply is restored to the village of K B Pora. This water source is being provided to another village avail. Therefore it is hoped that Govt will look into the problem and solve the same on priority basis , so that souls of village quench their thirst and don’t feel that they are still living in stone age and have to narrate the story of THIRSTY VILLAGE instead of thirsty crow, to their future children.
