The Narendra Modi-led Government's recent decision to lift the ban on government employees participating in RSS activities marks a significant shift

July 24, 2024 | Prof. Jasim Mohammad

For nearly 99 years, the Rashtriya Swayamsevak Sangh (RSS) has been working hard to rebuild the nation and serve society. The RSS has played a vital role in improving national security and unity.
Whenever there have been natural disasters, the RSS has been at the forefront, providing help and support. The organization has always focused on constructive work for the betterment of society. Despite their positive contributions, 58 years ago, the Congress Party imposed a ban on government employees participating in RSS activities. Government employees were not allowed to take part in RSS activities because of these restrictions. This decision was made due to political reasons and not based on the RSS’s actual work. The previous restrictions were unfair to an organization that works for the country’s benefit.
However the Narendra Modi-led Government on July 9 lifted a decades-old ban on Government employees participating in the activities the Rashtriya Swayamsevak Sangh (RSS). The change in policy is a positive and developmental step for democracy in Bharat. It acknowledges the RSS’s significt role in nation-building and service to society. The RSS has been dedicated to promote unity and helping during crises. Their efforts have been recognized and appreciated by various leaders over time. However, political agendas sometimes led to restrictions on their activities. Such restrictions were based on political self-interests rather than the actual impact of the RSS’s work.
Throughout India's history, the RSS has faced various bans, often politically motivated. For instance, the RSS was banned in 1948 following Mahatma Gandhi’s assassination, in 1975 during the Emergency imposed by Indira Gandhi, and again in 1992 after the Ayodhya incident. Each time, these bans were lifted after legal challenges and public resistance. The RSS has consistently fought legal battles against restrictions imposed on its activities. For example, in several cases, courts have ruled in favor of individuals who faced discrimination or job loss due to their affiliation with the RSS. The Supreme Court has affirmed that mere association with the RSS does not justify denying government employment unless there is concrete evidence of illegal activities.
The Constitution of India guarantees fundamental rights such as freedom of speech and the right to form associations. Despite this, various governments have attempted to restrict RSS participation for government employees, viewing it as a threat to political dominance. However, these restrictions have been deemed undemocratic and contrary to constitutional freedoms.
The Narendra Modi-led Government's recent decision to lift the ban on government employees participating in RSS activities marks a significant shift. This move acknowledges the RSS's role in society and aims to remove outdated restrictions that were previously imposed for political reasons.
The RSS has always focused on constructive and positive contributions to society. Their work has included helping in emergencies and supporting national unity. The recent decision by the Government acknowledges the positive impact of the RSS and supports their continued contribution.
By removing unfair restrictions, the new policy strengthens democratic values in Bharat. It ensures that organizations like the RSS can continue their important work without unnecessary barriers.
This decision is expected to develop a more inclusive environment for national service. Government employees can now freely engage with the RSS and benefit both the organization and the society.
The RSS’s long history of service and dedication to the nation is now better recognized. This change helps to align the policies with the actual contributions of the RSS. It is a more open and fair democratic system in Bharat now.
The Rashtriya Swayamsevak Sangh (RSS) has played a significant role in shaping India's social, cultural, and political landscape for nearly a century. Established by Dr. Keshav Baliram Hedgewar in 1925, the RSS has grown into one of the world's largest volunteer organizations, with a presence in almost every district of India. Under the leadership of Dr. Mohan Bhagwat, the RSS has gained increased attention and scrutiny, prompting a deeper exploration of its ideology, activities, and societal impact.
Dr. Mohan Bhagwat, the current Sarsanghchalak (chief) of the RSS, has frequently articulated the organization's vision and principles. In one of his speeches, he highlighted the RSS's commitment to nation-building and social cohesion, stating, "Our goal is to create a strong, united, and prosperous India where every citizen can thrive and contribute to the nation's growth."
Dr. Manmohan Vaidya Ji has stated, "RSS is the organization of the entire society," . The RSS is active in 99 percent of districts and has a structure that extends from the national level down to villages, ensuring a broad and inclusive reach. Through thousands of daily shakhas (branches) that involve a diverse group of individuals, including students and professionals, the RSS's network and outreach programs serve all segments of society, regardless of caste, creed, or religion.
However to suppress RSS, Congress in past imposed unfair restrictions against government employees joining RSS activities. This decision seemed more political than practical as it ignored the good work done by the RSS. In contrast, the RSS has always focused on serving the nation and helping society. The RSS has worked tirelessly for nearly 100 years to promote national unity and integrity. While Congress often faced criticism for its policies, the RSS received praise for its dedication. The RSS has been a strong force in times of national emergencies and natural disasters. The RSS has proven its commitment to the country through consistent and selfless service. The new government decision to lift restrictions on RSS participation is a corrective measure. This change highlights the difference between Congress’s approach and the RSS’s constructive work. This decision of Modi government will strengthen democracy and recognize the RSS’s efforts across the globe.
