Reforming Educational Governance for NEP 2020

Flexibility of choice in the course selection has made education diverse while in past a student was bound to the stream and could not opt for a subject of his choice or interest. NEP 2020 has made the system so flexible that a student can study biology while being in the stream of humanities and likewise a science student can study Urdu or history simultaneously without any interruption

Introduction and adaptation to NEP (2020) has really demanded many reformative and innovative ideas alongside pragmatic tactics to be adopted to give education a new impetus. Somehow we have adopted the policy but at a micro scale and at macro level a lot is to be done. For instance, introduction of ICTs and other related tools have made the process so interesting and effective that the children are largely attracted towards learning against the previously used bookish type of learning which would make students bored and listless inside the class. Transition in the evaluation mechanism like introduction of competency based question papers instead of book oriented and demanding only rote learning that was in vogue till the inception of NEP 2020 and the teaching pedagogy has had a remarkable impact on the teaching-learning process and made it more productive and result oriented. Flexibility of choice in the course selection has made education diverse while in past a student was bound to the stream and could not opt for a subject of his choice or interest. NEP 2020 has made the system so flexible that a student can study biology while being in the stream of humanities and likewise a science student can study Urdu or history simultaneously without any interruption.
So it is quiet apt to say that on institutional level an appreciable has been done, but the same time at administrative level no such reformation has been done so for as it would have given us more results than we have seen.The reformation that seems to be of utmost importance and relevance with regard to the overall development education department is yet to be done. There are two possible ways to accomplish this task. These two ways are: either to create KAS/IAS posts in the department and execute a selection process on the pattern of civil services at union/ state level or to upgrade the departmental promotion to the level of said carders by means of promoting the HOIs/ZEOs/CEOs after completing 10 years service in the said cadre. Why there should be promotion in such a way is summarized as:
In fact, a teacher who starts his/her career as a primary School and reaches to the cadre of CEO and he/she gains wide experience in following parameters/fields:-Child psychology, education psychology, self psychology, Emotional Psychology, personal Academic improve, he/she desire interest changes into a thirst & commitment for serving the society with missionary zeal and zest, he/she gains strong belief self confidence, ability to ignore certain things situations and persons. Academic knowledge of subject(s), strong Communication skills, innovative ideas and expertise to prepare pedagogy required for teaching in the class, expertise in guidance and counseling of students parents and subordinates. He/she learns to seek co-operation and also give co-operation. He/she learns to work as team members. In this way after 34 years of service he/she reaches to the cadre of CEO and till then he/she would have gained a vast experience of dealing with children as well as with subordinates. With the increase in service length a teachers learns to work as an Academic Doctor. With the knowledge of Education psychology, child psychology and self psychology he can assess/analyze the problems which children are facing while teaching learning and can also address such problems immediately. So there is no question of not granting promotions of such type. As it may give the department competent and experienced officials and such promotions will boost the morale of said officials and they will contribute their best towards the cause of educating nation.
The second way to achieve this goal would be like, in fact, government must introduce “Indian/State Education Administrative Service (IEAS/SEAS)” which is also specified in National Education Policy (NEP) 2020. Qualifying the IEAS Exam demands the knowledge and full command over following books is required. All the members who are likely to be promoted as Drawing and Disbursing officer in near future must have sufficient knowledge of Rules and norms and for this purpose the following books/ documents are recommended:(i) Civil Services Regularization volume I &II.(ii) Classification Control and Appeal Rules ( CCA Rules) of 1956.(iii) Employees conduct Rules .(iv) Leaves Rules Latest.(v) General provident Funds( G.P.F ) Rules.(vi) Medical attendance Rules.(vii) Book on Financial Powers.(viii) Financial Rules Volume I & II.(ix) Annual Compendium Book : This is book which is published by Finance Department on yearly basis and all the orders, circulars , SRO( now S.O) issued during a particular year and included/ published in this Book.(x) Orders , Circulars and SROs issued by respective parent Department.(xi) Service Law & some important Articles of the constitution which are necessary for doing Justice with the officials/officers working under the control of a Drawing and Disbursing officer.(Xii) General Financial Rule (GFR) 2017.
Recently in an interview with Kekti Angre for Goseekho Current affairs,Dr Vinay Shastrbuddhe- Vice Chairman Ramabhu Mhalgani, Promodini, also said that we should have IES cadre like IAS/IPS/IFS/IRS etc. as qualifying B.Ed/M.Ed doesn’t qualify you for all the entire life to be a teacher. No doubt, for time being it works there, but not for life lasting period. It is obvious that the promoted ones may be lacking the competence of the above said rules and regulations. So they must be put under a departmental Examination of qualifying nature and having the above said documents/ books as a syllabus. But the direct recruitment process may give us more competent persons to govern the department and yield more results. And it is also noteworthy that the officials selected through D.R may be trained with regard to departmental discourse and updated with regard to departmental procedure.
So concluding let me say that there is dire need of introducing IES/SES as a remedy to reform and renovate the education system of our country so that it becomes at par with the developed nations like USA, China, UK and Russia etc. As education is the only tool to change the mindset of a nation with regard to sustainable development without the cast of our future generation sources. The highest level of bureaucracy constitutes highest level of intellect and capability in terms of evaluation and assessment combined with resource management. And while adopting NEP 2020 we should not be just amateurish about fund utilization for only painting walls and buildings only would not do better to the nation unless we are in a position to asses and examine what we are doing and what has been the output of the resources we invest on education sector. And all that is possible only when we have the capable officers of such cadre.
