Srinagar, Sep 24: The proposed modernization of the Chest Disease Hospital at Dalgate has been delayed as the government awaits mandatory permissions from the J&K Lake Conservation and Management Authority and the Building Operation and Controlling Authority, the Legislative Assembly was informed on Thursday.

The Health and Medical Education Department said a Detailed Project Report for construction of a new G 4 building at an estimated cost of ₹19.99 crore had been prepared and vetted by the concerned Chief Engineer of the Public Works Department.
The DPR was received by the department in February 2026 and subsequently submitted for administrative approval. The approval, however, could not be accorded as the required permissions from LCMA and BOCA are still awaited.
The existing hospital is functioning from an old heritage building at Dalgate. The government said prescribed standards of medical treatment are being maintained at the facility.
A token provision of ₹3 lakh has been made for the project under the 2026-27 Capex Budget, with the provision liable to be enhanced at the Revised Estimates stage depending on progress.
The issue was raised by MLA Sheikh Ahsan Ahmed Pardesi.
