
Jammu and Kashmir has recorded 2,69,682 completed rural houses registered in the names of women, either solely or jointly with their spouses, under the Pradhan Mantri Awas Yojana–Gramin (PMAY-G), according to data presented in the Rajya Sabha. So far, 2,81,470 such houses have been sanctioned in the Union Territory, highlighting the gender-focused implementation of the scheme.
The Ministry of Rural Development noted that evaluation studies, including a report by the National Institute of Public Finance and Policy, found PMAY-G strengthened financial inclusion for rural households, with all instalments routed directly into beneficiaries’ bank accounts. This DBT-linked design ensured near-universal bank account access among beneficiaries during and after construction.
The scheme has also contributed significantly to women’s empowerment by promoting house registration in the names of female family members or jointly with spouses. A Niti Aayog evaluation in 2025 observed that PMAY-G aligns with national priorities of inclusion, poverty reduction, and gender equity, while advancing India’s Sustainable Development Goals related to women’s property ownership.
Under PMAY-G norms, all payments are made electronically via the AwaasSoft–PFMS platform, and houses are allotted in the woman’s name or jointly, except in cases such as widowers, unmarried, separated, or transgender individuals.
At the national level, 2.90 crore houses have been sanctioned in women’s names solely or jointly, with 2.15 crore completed so far.
