Baisaran meadow still shut after attack

Pahalgam, April 21: A year after the deadly terror attack that killed 25 tourists and a local resident, Baisaran meadow in Pahalgam continues to remain closed to visitors, even as tourist activity gradually returns to the hill resort.

The April 22, 2025 attack had a major impact on tourism in the region, pushing visitor numbers sharply down and leading to the closure of several destinations, including Baisaran, also known as “Mini Switzerland.” While some tourist spots have reopened over the past year, Baisaran remains out of bounds, with security checkpoints restricting access beyond a certain point.
At the entry point, authorities have installed a memorial bearing the names of 26 victims, including local pony rider Adil Shah. Tourists frequently stop to pay respects and take photographs before continuing their visit to other parts of Pahalgam.
Stakeholders say the closure has significantly affected tourism-related livelihoods. “Tourists are returning, but they are not staying overnight, which directly impacts hotels, taxis, and pony services,” said Ghulam Nabi Lone, president of the Pahalgam Taxi Drivers Union.
Officials estimate that around four lakh tourists visited Pahalgam last year, far below the usual 12–15 lakh annual footfall. Tourism stakeholders attribute the decline mainly to the continued closure of Baisaran and nearby attractions such as Chandanwari.
“We have been requesting that Baisaran be reopened after proper security arrangements, but it remains closed,” a local stakeholder said, adding that most visitors leave early when they find key sites inaccessible.
Betaab Valley remains the only major open attraction outside central Pahalgam.
Around 5,000 ponywalas and several hoteliers have been among the worst affected by the downturn. Abdul Waheed Wani, president of the Ponywalla Association, said while improved security measures such as QR-based identification for tourism workers have been welcomed, the closure of major sites continues to hurt livelihoods.
Authorities have issued QR codes to around 7,000 registered tourism workers after verification, with plans to expand coverage further. Officials said the system aims to enhance safety and ensure better identification of service providers.
Some tourists visiting from outside the region expressed disappointment over the closure. “We are not afraid, but it is unfortunate that Baisaran is still closed,” said a visitor from Mumbai.
Security forces continue to maintain restrictions on movement towards the meadow, citing safety concerns.
