The cabinet on Wednesday recommended to Lieutenant Governor Manoj Sinha that the Assembly session should be summoned from October 13.
Sources said the cabinet meeting, which was chaired by Chief Minister Omar Abdullah and attended by all ministers, recommended to LG Sinha that the Assembly be convened on October 13.
“The session is likely to be brief and may span seven days from October 13 to 20,” they said.
As per Jammu & Kashmir Reorganisation Act, 2019, there must not be a gap longer than six months between the last sitting of one session and the first sitting of the next.
“The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session,” reads the J&K Reorganisation Act, 2019.
Since the last sitting of the previous session was held on April 29, and given the rule that no more than six months should pass between sessions, the next session must be held by October 28.
The issues of statehood and reservation are expected to dominate proceedings in the House.
In the last Assembly session, three resolutions on statehood lapsed due to disruptions caused by the National Conference, following the rejection of an adjournment motion brought by its legislators on the Waqf (Amendment) Bill, 2025.
Meanwhile, an official spokesman said Chief Minister Omar Abdullah today chaired a Cabinet Meeting at the Civil Secretariat, Srinagar, where several important decisions pertaining to governance and development were taken.
The meeting was attended by the Council of Ministers, including Deputy Chief Minister Surinder Kumar Choudhary, Ministers Sakina Itoo, Javed Ahmed Rana, Javid Ahmed Dar, and Satish Sharma. Chief Secretary Atal Dulloo was also present.
During the session, the Cabinet took up a series of agenda items concerning public welfare, administrative efficiency, and developmental priorities across Jammu and Kashmir.
The Jammu and Kashmir Assembly has a strength of 90 members—currently 89 following the death of Ravinder Raina, who was the BJP MLA from Nagrota. By-elections in Nagrota and Budgam, a second constituency which Omar has vacated apart from Ganderbal, are pending.
The NC-Congress alliance, supported by a few independents, has crossed 50 members, while the opposition BJP has 28 seats. The PDP has three seats, while the AIP, PC, and AAP have one member each in the Assembly.
