Centre designates 3 PoK-based Kashmiris for executing terror attacks in J&K

‘North Kashmir residents involved in recruitment, arms infiltration, launching terror ops’

The Centre on Tuesday designated three Kashmiris based in pakistan occupied Jammu and Kashmir as terrorists under UAPA act.
The Ministry of Home Affairs declared a North Kashmiri citizen who is presently staying in Pakistan as a ‘terrorist’ under the Unlawful Activities (Prevention) Act, 1967.
The Ministry of Home Affairs has issued a notification in this regard that reads that Showkat Ahmad Sheikh alias Showkat Mochi native of Ganai Hamam Baramulla is presently operating as Chief Launching Commander of the terror outfit Hizb-ul- Mujahideen in Pakistan.
The notification further reads that Showkat Ahmed is involved in terror activities and is instrumental in spreading militancy and violence in Jammu and Kashmir.
The MHA said that since Hizb-ul-Mujhadeen is a banned organization and Showkat Ahmed is acting as its launching commander and is involved in coordinating infiltration and recruitment of militants and execution of militant attacks owing to his deep network of associates in North Kashmir, he is being declared as a ‘militant’ under Unlawful Activities (Prevention) Act.
Born in 1970 in Ganie Hamam area in Jammu and Kashmir's Baramulla, Showkat alias Showkat Mochi, son of Ghulam Nabi Sheikh, is presently based in Pakistan. Showkat is also accused of his involvement in "coordinating infiltration and recruitment of terrorists and execution of terror attacks owing to his deep network of associates in North Kashmir”.
In exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, a Ministry of Home Affairs (MHA) notification issued on Tuesday said, the Central government declared Showkat Ahmed Sheik as a terrorist.
"The Central Government believes that Showkat Ahmad Sheikh alias Showkat Mochi is involved in terrorism and he is to be notified as a terrorist under Unlawful Activities (Prevention) Act, 1967.”
The order mentioned that the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities.
Besides, it noted, Clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967 empowers the Central Government to notify the name of an individual in the Fourth Schedule to the Act, if it believes that he is involved in terrorism.
The notification also mentioned that Hizb-Ul-Mujahideen is listed as a terrorist organisation under the First Schedule to the Unlawful Activities (Prevention) Act, 1967.
In another notification, Hizb-ul-Mujahideen member Basit Ahmad Reshi has also been designated as a terrorist under the Unlawful Activities (Prevention) Act, 1967 for his involvement in terror acts including “subversive activities and coordinating target killings in Jammu and Kashmir”.
Born on March 4, 1996, Reshi alias, who is a resident of Yemberzalwari Shiva Dangerpora in Jammu and Kashmir’s Baramulla district, is presently based in Pakistan.
In a notification issued on Tuesday, the Ministry of Home Affairs (MHA) designated terrorists considering Reshi’s involvement in “subversive activities and coordinating target killings in Jammu and Kashmir”.
“Reshi planned and executed a terror attack on a police guard post of shrine Baba Ali Raina at Tajjaur Sharief Peth Astan in Sopore on August 18, 2015 in which one police personnel and a civilian were killed,” the notification mentioned.
Reshi owing to his good network of associates in his native area coordinates for recruitment and execution of terror attacks, the notification further reads.
Besides, Reshi has been involved in “managing arms and ammunition and terror financing from across the border and motivating youths to join terrorist ranks”.
“The Central Government believes that Basit Ahmad Reshi is involved in terrorism and he is to be notified as a terrorist under the Unlawful Activities (Prevention) Act, 1967,” reads the notification.

Fayaz Sopore, originally from Jammu and Kashmir's Sopore, who is also currently residing in Pakistan, has been designated as a terrorist under same provisions. According to officials, he has been involved in providing financial aid to terrorists, supplying arms and ammunition and smuggling narcotics. Kandu has allegedly coordinated attacks on security forces and civilians, which have resulted in several fatalities.
