By the time this write up will find place in print media, Nitish Kumar will be sworn as Chief minister along with his new council of ministers. Following the National Democratic Alliance’s –NDA’s sweeping and landslide victory in the recent November 2025 Bihar Assembly elections, Nitish Kumar is set to begin his 10th innings as chief minister. His and new governments primary challenges and key tasks revolve around sustaining Bihar’s tempo of economic development beyond basic infrastructure, generating large-scale development, and maintaining the delicate balance of his coalition given the fact the BJP has emerged as the single largest party after the polls, so Nitish should work in accordance with the coalition Dharma and work and manage the pressure from its alliance partner BJP.
Following are the Key Challenges before Nitish Sarkar and his person as the chief minister—A—Economic Development & Industrialisation---Despite progress in basic infrastructure [ bijili- pani -sadak-‘’ electricity ,roads ,water ] Bihar’s industrial sector remains underdeveloped [only 1.3% of India’s working industrial units].A major challenge is to attract private investment and diversify the economy beyond agriculture to create stable jobs and reduce the heavy dependence on migrant labour and remittances.—B---Employment Generation---The new government needs to address significant anti-incumbency among youth due to a lack of sufficient job opportunities and issues like paper leak in recruitment exams. Matching skilling efforts with job opportunities is a critical task. –C—Fiscal Management---Bihar continues to face persistent fiscal stress, with huge debt and low own-tax revenue collection, making the expansion of welfare programs heavily dependent on the central government transfers. ---D—Governance &Law and Order---While known for improving law and order in his initial terms, the government still faces opposition criticism and public concern over sporadic criminal activity. The new administration must reinforce public confidence through stringent law enforcement and anti-corruption measures—E---Coalition Management----Managing power dynamics and allocating key ministerial portfolios within the newly reconfigured NDA coalition [which includes, BJP, JD[U] and smaller allies like LJP[RV] and HAM[S] requires careful negotiations to avoid internal discontent. Nitish has to keep his coalition partners in good mood and at the same time prove his mettle as the Susashan Babu and manage contradiction and frictions between its allies.
Primary Tasks are the following which Nitish Government should focus on and perform ----A--- Forming the Government---The immediate task is the formation of the new government and cabinet ,with the swearing -in ceremony expected on November 20,2025 which it has done with great success ---B—Implementing key Promises---The government needs to deliver on electoral pledges, particularly those targeting women’s welfare ,including security, education, healthcare, and economic independence schemes like the new financial assistance program for women entrepreneurs.---C—Strengthening Infrastructure----Continuing investment in crucial infrastructure projects ,including urbanisation initiatives and strengthening market linkages for agricultural products, remains a priority.---D—Improving Social Sectors---Further improving the quality of education and strengthening the healthcare sector are long-term tasks essential for the state’s human development.---E—Given the significant role of the central government’s support in Bihar’s economic development ,maintaining a harmonious relationship with the central government is a key task to realise large-scale dreams like industrial investment and strong infrastructure.
The NDA government’s tenure is likely to serve as a critical examination of the BJP-JD[U] coalition’s ability to deliver on its promises of a ‘new Bihar.’ Bihar enters a decisive phase as the new government prepares to take charge with the state Assembly election results declared on Friday, November 14. The, incoming administration, expected to be led by JD[U] chief Nitish Kumar, inherits a state where hopes for economic revival run parallel to longstanding concerns over governance, unemployment, and fragile coalition dynamics. This tenure is likely to serve as a critical examination of the government’s ability to deliver on its promise of a ‘new Bihar.’ Here is an in depth look at the five major challenges that will shape the states political and developmental landscape. -A—Unemployment ---Among Bihar’s most pressing concerns is the widening employment gap, particularly among youth. Despite the official unemployment rate hovering around 3% in 2023-24, economists point out that these figures conceal widespread underemployment. A significant number of working -age residents remain dependent on informal and home-based occupations ,with few opportunities for salaried positions. According to the Economic Survey 2024 -25, the manufacturing segment of the secondary sector accounts for less than 10% of the states Gross State Value Added, reflecting a weak industrial base. The result is mass migration to other states, a trend the new government must urgently address. A strategic push for industrial investment, expansion of private -sector avenues, and timely delivery of government employment schemes will be crucial in stemming this exodus and generating sustained livelihoods within the state. ---B---Economic Development & Industrial Growth---Bihar continues to trail behind most states in GDP, per capita income and manufacturing activity. Industrial stagnation is evident from the decline in the number of operational factories, from 3,132in 2013-14 to 2,782 in 2022-23. This, structural weakness poses a direct challenge to the state’s economic ambitions. For Bihar to reposition itself as an attractive business destination, the government must pursue aggressive implementation of the Bihar’s Industrial Promotion Investment Package 2025, which offers incentives such as free land and interest rebates. Strengthening infrastructure like roads, electricity supply, and digital connectivity will be pivotal in attracting fresh private investments and reigniting economic momentum. —C-Law &Oder---The image of Nitish Kumar as the champion of good governance has long been central to Bihar’s political narrative. , concerns raised by the Opposition over the alleged return of ‘’jungle raj’’ continues to resonate. Recent incidents connected to political rivalry and sporadic criminal activity have revived debates over the government’s policing standards. The new government will need to reinforce public confidence by tightening law enforcement mechanisms, curbing corruption, and ensuring responsive and impartial administration. The credibility of the regime will significantly hinge on its ability to maintain a visible a and consistent decline in crime rate. —D—Coalition Management ---Though the NDA has secured a comfortable mandate, managing the balance of power within the coalition remains a delicate task. The altered seat tally between the BJP and JD[U] has shifted the political equation, and allocating key portfolios without triggering discontent will require careful negotiation. Smaller alliances, though no longer pivotal for crossing the majority mark, will still expect representation and influence. Any internal discord, whether over leadership, ministerial allocations or policy direction, could hamper governance and delay legislative initiatives. Sustained coordination will therefore be essential to ensure stability. —E---Social Welfare---Bihar’s annual confrontation with natural disasters, particularly floods triggered by the Kosi and other rivers, continues to affect lives and derail development. The new government must prioritise a long -term, integrated flood management strategy aimed at reducing displacement, crop loss and livelihood disruption. Simultaneously, the effective rollout of welfare schemes including Jeevika initiatives, free electricity promises, enhanced pensions and CM’s women Employment Scheme will determine public perception of the administration’s efficiency. Ensuring that these benefits reach citizens without procedural delays or corruption will be central to protecting the government’s reputation. In brief task at hand are difficult and challenges are enormous and the chief minister and his government must face these challenges and attend to tasks and redress the people’s issues and concerns and in this lies the good of the government and the governed that
