CM Omar reviews Budgam winter readiness

Chief Minister Omar Abdullah today directed the Budgam district administration to ensure full winter preparedness to avoid any disruption in electricity, ration supply, or snow clearance during the coming months.

Chairing a detailed district review meeting, the Chief Minister assessed the overall developmental scenario of Budgam, with a strong focus on winter management. The meeting was attended by senior ministers, legislators, top bureaucrats, and heads of key departments.
Deputy Commissioner Budgam briefed the gathering on UT and CSS Capex status, winter preparedness, ration and LPG stock availability, and progress under major sectors including Jal Shakti, PDD, R&B, JJM, Health, Education, Social Welfare, Agriculture, and allied departments.
The Chief Minister emphasized that last year’s winter management had earned widespread praise due to minimal power cuts despite harsh weather. He called for maintaining the same performance this year. However, he expressed concern over last year’s fragmented snow clearance caused by poor coordination among multiple agencies handling connected road stretches. He directed the administration to devise a coordinated, end-to-end snow clearance mechanism—appointing a nodal officer if required—so that no road remains partially unattended.
On development works, Omar Abdullah acknowledged delays caused by the Model Code of Conduct and procedural financial issues but urged departments to optimally utilize the remaining working months without compromising quality. He stressed that no funds should lapse and expenditures must translate into “visible public benefit.”
On employment, the CM reiterated that government jobs alone cannot solve unemployment. He directed the administration to take Mission YUVA success stories to the grassroots and encourage youth towards self-employment and entrepreneurship.
Highlighting SASCI’s time-bound expenditure norms, he instructed the Deputy Commissioner to review progress multiple times a month to ensure timely fund utilization.
Responding to issues raised by MLAs, the Chief Minister directed immediate examination of concerns regarding Chadoora Bridge and fast-tracking civil infrastructure required for operationalizing CT scan machines. He assured legislators that their inputs would shape the upcoming budget and that genuine public demands would be addressed promptly.
Later, Omar Abdullah interacted with Mission YUVA beneficiaries and distributed sanction letters worth ₹46.04 lakh. He also released ₹353.44 lakh in welfare assistance to 7,593 registered construction workers under the J&K Building and Other Construction Workers Welfare Board.
