
Srinagar, May 22: Commissioner Secretary, Cooperative Department, Yasha Mudgal, today chaired the 10th meeting of the Union Territory Level Implementation and Monitoring Committee (UTLIMC) at the Civil Secretariat in Srinagar to review the progress of computerisation of Primary Agricultural Credit Societies (PACS) under a Centrally Sponsored Scheme.
The meeting focused on accelerating Phase-II of the PACS computerisation project aimed at strengthening rural credit delivery and improving governance through digital infrastructure across Jammu and Kashmir.
Officials informed the Chair that against an approved target of 171 PACS, district-level committees have recommended 176 societies for computerisation, reflecting expanded coverage under the programme. The committee reviewed district-wise proposals and assessed requirements for hardware deployment and system integration.
Key agenda points included financial allocation for procurement of computer hardware and engagement of System Integrators (SIs) to support implementation and technical handholding at the ground level.
Yasha Mudgal directed that all procurement must strictly comply with revised guidelines issued under the centrally sponsored scheme, ensuring transparency and adherence to prescribed norms. She also stressed the need for a fair and efficient vendor selection process backed by technical competence.
The meeting also deliberated on empanelment of vendors and operational mechanisms for implementation support. It was decided that operational matters, including vendor payments, would be handled at the level of the Registrar Cooperative Societies in line with National Level Monitoring and Implementation Committee (NLMIC) guidelines.
Emphasising the importance of digitisation, the Commissioner Secretary said the initiative will significantly enhance transparency, accountability, and efficiency in cooperative institutions, ultimately benefiting farmers and rural communities.
Senior officials including the Chief General Manager of NABARD, representatives of the J&K State Cooperative Bank, and other officers of the Cooperative Department attended the meeting.
