Consumers urge retention of paper electricity bills

A large number of electricity consumers across Kashmir have appealed to the government to continue issuing paper electricity bills, warning that a full shift to online billing and digital payments could disadvantage the elderly, less tech-savvy, and economically weaker sections.

Consumers noted that many residents do not use smartphones or online platforms and rely on cash payments for their electricity bills. Forcing them to adopt digital methods, they said, would amount to discrimination and exclude those unfamiliar with technology.
They urged the power department to maintain both options—paper bills with offline payment and online billing—so consumers can choose according to their convenience. Internet connectivity issues in several areas further underscore the need for paper-based systems.
The appeals highlight growing public concern over billing practices of the Kashmir Power Distribution Corporation Limited, with consumers calling for an inclusive approach that ensures no one is denied access to essential services due to technological barriers.
