Chief Secretary Atal Dulloo on Monday chaired the first meeting of the Union Territory Level Sanctioning & Monitoring Committee (UTLSMC) of the Housing & Urban Development Department (H&UDD) to review the implementation of the Pradhan Mantri Awas Yojana–Urban (PMAY-U) and the Deendayal Antyodaya Yojana–J&K Shehri (D-JAY Shehri) scheme.
The committee approved the construction of 1,558 new housing units, including 1,254 under the Beneficiary Led Construction (BLC) vertical of PMAY-U 2.0 across various districts and 304 units under the Affordable Housing in Partnership (AHP) vertical in Udhampur.
The meeting was attended by senior officials including Commissioner Secretary H&UDD Mandeep Kaur, municipal commissioners, and heads of housing bodies and welfare departments.
The Chief Secretary emphasized the importance of timely identification and verification of beneficiaries, completion of pending household surveys, and strict adherence to deadlines—particularly with PMAY-U Phase I set to conclude in December 2025.
Mandeep Kaur highlighted the four verticals of PMAY-U—BLC, AHP, Interest Subsidy Scheme (ISS), and Affordable Rental Housing Complexes (ARHC)—and explained the process for vetting and forwarding applications from Urban Local Bodies to the UT-level committee.
MD J&K Housing Board Shahbaz Mirza reported that 32,803 houses have already been constructed under the scheme in J&K. Under PMAY-U 2.0, over 23,000 applications have been received, with 9,891 verified and over 2,100 deemed eligible so far.
Mirza also shared results from a recent household survey covering 3.27 lakh households, identifying over 85,000 eligible families across various housing verticals.
Meanwhile, MD NULM Mridhu Salathia updated the committee on the progress of D-JAY Shehri, which aims to improve livelihoods for the urban poor. She said that door-to-door surveys and help desks will be launched soon, with around 150 survey teams each in Jammu and Srinagar, comprising officials, ASHA workers, and others.
Concluding the meeting, Dulloo directed that both housing and livelihood initiatives be implemented in a transparent, time-bound, and beneficiary-centric manner to maximize their impact on the urban poor.
