
In a major step toward revitalizing Jammu & Kashmir's industrial ecosystem, Chief Secretary Atal Dulloo today launched the Union Territory’s first-ever MSME Health Clinic (JKMHC)—a pioneering initiative designed to assess and revive financially stressed industrial units.
The digital platform will use real-time data from UDYAM, EPFO, GST, power consumption, and financial records to categorize MSMEs as “Stable,” “Recoverable,” or “Prone to Sick.” It will provide tailored recommendations through industry experts and IIM Jammu, the clinic’s official knowledge partner.
Calling the initiative “a critical institutional mechanism,” Dulloo stressed the importance of data-driven, need-based solutions and seamless API integration from key departments and financial institutions to ensure timely, informed decisions.
Commissioner Secretary, I&C, Vikramjit Singh, said the portal would offer early warnings and support for sustainable MSME growth. Director, Industries Jammu, Arun Manhas, highlighted the clinic’s ability to flag distress indicators such as declining turnover, loan irregularities, and reduced profits, with actionable recovery plans.
The Health Clinic aims to provide dedicated handholding, mentorship, and inter-departmental support to revive struggling MSMEs across the region.
