Srinagar, July 23: Chief Secretary Atal Dulloo on Thursday chaired a high-level meeting to review the adoption of Artificial Intelligence (AI) in governance across Jammu and Kashmir and assess progress on the establishment of the Ministry of Electronics and Information Technology (MeitY) Centre of Excellence (CoE) in AI at IIT Jammu.

The meeting was attended by senior administrative secretaries, representatives from IIT Jammu, BISAG and other officials.
Dulloo said AI has the potential to transform governance by improving efficiency, transparency, decision-making and public service delivery. He stressed that AI solutions should strengthen the existing digital ecosystem rather than create parallel systems.
He directed all departments to work closely with the Information Technology Department, nominate nodal officers and ensure timely sharing of quality datasets essential for developing and deploying AI-based applications.
The Chief Secretary also called for sector-specific workshops involving departmental officers, technology partners and domain experts to assess infrastructure, data availability and operational requirements before launching pilot projects.
Emphasising accountability, he directed that every AI initiative be monitored through defined milestones and outcome-based indicators to ensure timely implementation and measurable improvements in governance.
Commissioner Secretary, IT, Saurabh Bhagat, presented the roadmap for the MeitY Centre of Excellence, informing the meeting that nearly 10,000 square feet of space has been earmarked at IIT Jammu, with infrastructure expected to be ready by August. Procurement of high-performance computing infrastructure for the AI Digital Public Infrastructure (AI-DPI) has also been initiated.
The meeting reviewed progress on 20 AI use cases across eight priority sectors, including education, agriculture, healthcare, power, transport, public governance, infrastructure, skill development, tribal welfare and security.
Officials said consultations have been held with leading academic institutions, technology companies, startups and research organisations, while several AI pilot projects are currently under technical evaluation.
The proposed AI applications include foundational literacy, multilingual learning, precision agriculture, hyper-local weather forecasting, urban flood modelling, infrastructure monitoring, utility demand forecasting, oral cancer screening, clinical decision support systems and digital governance solutions.
The meeting concluded with a commitment from all departments and partner institutions to accelerate implementation of the AI roadmap to promote transparent, efficient and citizen-centric governance across Jammu and Kashmir.
