
Chief Secretary Atal Dulloo today chaired a high-level meeting to review the Comprehensive Action Plan (CAP) for skill development across Jammu and Kashmir. The session focused on strategies to build a future-ready workforce, enhance employability, and create sustainable livelihood opportunities.
The meeting was attended by senior officials including Additional Chief Secretary Higher Education Shantmanu, Principal Secretary Finance Santosh D Vaidya, Secretary School Education Ram Niwas Sharma, Secretary Skill Development Department Kumar Rajeev Ranjan, and representatives from universities and polytechnics.
Atal Dulloo emphasized that the success of the plan depends on effective implementation at the grassroots level and seamless coordination between the Education and Skill Development departments. He outlined four key pillars for success: high-quality master trainers, robust curriculum, adequate infrastructure, and viable skill models.
Highlighting the importance of private sector participation, Dulloo stressed that skill development cannot rely on a few institutions or individuals. He also cautioned against unrealistic targets, noting that quality outcomes for even five lakh trainees would be a significant achievement.
The meeting also discussed strengthening polytechnics, regulating private skill institutions, and promoting diverse skilling models. Dulloo suggested that banks could offer ‘Skill Loans’ to support institutes and entrepreneurs, further enhancing the skilling ecosystem.
Stressing the importance of convergence, he urged schools, colleges, universities, ITIs, and private institutions to collaborate in ensuring skill development translates into empowerment and sustainable livelihoods. The Chief Secretary reiterated that building a skilled and empowered workforce requires joint efforts from government and private institutions to achieve inclusive and long-term impact.
