CS Dulloo reviews IT park plan for J&K

Jammu, Mar 12: Chief Secretary Atal Dulloo on Thursday reviewed a comprehensive roadmap for establishing future-ready IT Parks in Jammu and Kashmir in a phased manner, aimed at strengthening the Union Territory’s technology ecosystem, generating employment opportunities and enhancing institutional capacity to meet emerging technological challenges.

The meeting was attended by Secretary Information Technology Dr. Piyush Singla, Divisional Commissioner Jammu, CEO JaKeGA, and other senior officials of the department.
While reviewing the proposal, the Chief Secretary stressed the need to build a strong foundation for such initiatives in the Union Territory. He observed that technology will play a defining role in shaping the future economy and emphasized the importance of investing in skilled human resources, advanced technology infrastructure and robust institutional mechanisms.
Dulloo said the proposed IT Parks would help create new employment avenues for youth, strengthen the start-up ecosystem and attract technology companies to the region, thereby positioning Jammu and Kashmir as an emerging hub for innovation and digital growth. He directed the concerned departments to work in close coordination with IIT Jammu to ensure timely implementation of the project and development of a supportive ecosystem for technology-driven growth.
Earlier, Secretary IT Dr. Piyush Singla briefed the meeting on the background of the initiative and progress achieved so far in establishing technology-driven innovation infrastructure in the UT.
During the meeting, Prof. Arvind of IIT Jammu presented a detailed plan for setting up an Innovation and Research Park, initially at the IIT Jammu campus and later expanding to other locations across the Union Territory. The meeting was informed that the Detailed Project Report (DPR) for the initiative was approved by the Board of Governors of IIT Jammu on January 5, 2026, while the J&K Government has already accorded in-principle approval for collaboration.
As per the plan, the project will be implemented in phases. Phase-I, scheduled for launch in May–June 2026, will utilize about 50,000 square feet of existing built-up space within the IIT Jammu campus to start operations of the proposed IT and innovation park.
Phase-II will involve construction of nearly 120,000 square feet of additional infrastructure, with work proposed to begin in 2026 and targeted for completion by 2028. Phase-III envisages expansion of the IT Park beyond the IIT campus to facilitate larger industry participation and promote technology-led growth in the region.
During the presentation, it was also informed that land has been identified in the Kashmir division for expansion of the park in future phases, while additional land will be explored in Jammu near the IIT campus.
The proposed Innovation Research Park at IIT Jammu is planned with a built-up area of over 11,000 square metres, including multiple functional floors to house innovation labs, technology firms, start-ups and research collaborations. The facility will also include supporting spaces aimed at fostering research-industry partnerships and technology incubation in the Union Territory.
