
Chief Secretary Atal Dulloo conducted a detailed review of key Health & Medical Education (H&ME) projects, including Critical Care Blocks (CCBs) under PM-ABHIM, Emergency COVID Response Package-II (ECRP-II), IHIP expansion, IPHS compliance, and progress on NCDC labs and VRDL facilities.
Top officials from H&ME, NHM, HSCC, health directorates, and GMCs attended the meeting.
Dulloo directed HSCC to triple manpower and machinery to meet scheme deadlines, stressing that fund releases hinge on timely Utilization Certificates. He emphasised that projects worth over ₹800 crore under PM-ABHIM and ₹166 crore under ECRP-II must be completed on time as such large funds cannot be reallocated later.
He called for improved IPHS scores, stronger disease surveillance, and fast-tracking NCDC labs in Jammu and Srinagar. The Secretary H&ME reported ongoing construction of two 100-bedded CCBs (GMC Jammu, DH Budgam), seven 50-bedded CCBs (GMC Kathua, Rajouri, Doda, Anantnag, SKIMS Bemina, DH Kulgam), and the establishment of 20 DIPHLs and 287 BPHUs. Under ECRP-II, seven additional 50-bedded CCBs are under execution.
NHM officials highlighted improved progress, regular field assessments, and that 53 of 79 Urban Ayushman Arogya Mandirs are complete. J&K ranks among the top five in IHIP integration, with 3,796 facilities mapped and real-time reporting of outbreaks and key diseases.
The CS also reviewed NCDC labs, IPHS scores across 3,533 facilities, and VRDL operations at GMC Jammu and Srinagar.
