CS Dulloo reviews progress of rural dev flagship schemes

Chief Secretary, Atal Dulloo, on Wednesday chaired a comprehensive review meeting of the Rural Development and Panchayati Raj (RD&PR) Department to assess the progress of flagship schemes including Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), Swachh Bharat Mission-Gramin (SBM-G), and Himayat (DDU-GKY).

Secretary RDD, Aijaz Asad; Director General, Rural Sanitation, Anoo Malhotra; and Managing Director, Himayat, Rajneesh Gupta, besides other senior officers, attended the meeting.
The Chief Secretary called for a mission-mode approach to ensure the timely completion of all pending PMAY-G houses and to expedite new placement plans under Himayat. He emphasized the need for data-driven monitoring and adherence to timelines to ensure maximum impact on rural livelihoods.
Aijaz Asad informed that J&K has achieved 95% completion under PMAY-G, with 3,18,542 houses completed out of 3,34,718 sanctioned. The remaining 16,176 houses are in various stages of construction and are targeted for completion by December 31, 2025, with an expenditure of ₹35.08 crore earmarked.
Under PMAY-G 2.0, over 5.02 lakh household surveys have been conducted to identify new beneficiaries. The Union Ministry of Rural Development has also approved 5,061 houses under a special project for families affected by natural calamities.
Reviewing progress under Swachh Bharat Mission-Gramin, Dulloo lauded the department for nearing 100% ODF Model status, with 6,115 out of 6,216 villages (98.38%) already declared ODF Model. The remaining 69 villages are expected to achieve the target by mid-November 2025.
The meeting also discussed the formulation of key sanitation policies, including the O&M Policy for Solid and Liquid Waste Management (SLWM) and the Fecal Sludge Management (FSM) Policy.
Under the Himayat programme, 35,682 candidates have been trained, and 14,734 placed across sectors. Under DDU-GKY 2.0, an outlay of ₹37.64 crore has been approved, with 68 new project proposals under review.
During the recent Seva Parv placement drive, 125 offer letters were issued to trained youth, and a counselling-cum-call centre has been established in collaboration with IIT Jammu to support post-placement engagement.
Concluding the review, Chief Secretary Dulloo directed officers to maintain strict timelines, ensure real-time monitoring, and strengthen transparency to deliver tangible benefits to rural citizens through efficient and people-centric governance.
