
Chief Secretary Atal Dulloo on Wednesday chaired a high-level meeting to review the progress of technology-driven projects being implemented across Jammu and Kashmir in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N).
The meeting was attended by senior officers, including Additional Chief Secretaries of Agriculture Production and Public Works Departments, Principal Secretary Home, ADGP CID, Commissioner Secretaries of Social Welfare and Industries & Commerce, Special DG BISAG-N, and top officials from the IT, Education, and Revenue departments.
The Chief Secretary commended the Information Technology Department and BISAG-N for successfully rolling out several citizen-centric and administrative digital platforms under the Digital J&K Initiative. He emphasized the timely completion of ongoing projects in key sectors like education, agriculture, and revenue, calling them crucial for ushering modern governance reforms.
Dulloo underlined the transformative potential of AI-driven tools and localized digital content in improving educational outcomes, strengthening agricultural productivity through timely advisories, and enhancing transparency in revenue systems.
Special DG Vinay Thakur assured full technical and operational support from BISAG-N and stressed the need for regular coordination between departments to expedite project timelines.
Secretary IT, Piyush Singla, briefed the meeting on several initiatives:
Integrated Mining Surveillance System (IMSS): Phase-I using satellite imagery is operational, detecting illegal mining through 114 automated alerts verified via a mobile app.
J&K Tourism App with AI Chatbot: Launched on September 16, 2025, the app offers travel assistance and has already crossed 1,000 downloads.
AI-Based GST Fraud Detection Module: Developed for the Finance Department to identify tax evasion patterns using data analytics.
Urban Household Survey App: Over 3.35 lakh houseless and landless urban households surveyed using BISAG-N’s digital tools.
PM-Gati Shakti Integrations: Mobile applications for Jal Shakti, PWD (R&B), and Industries & Commerce are nearing completion for efficient asset mapping.
Power Sector Digitization: Unified platform under development to track generation, transmission, and distribution in real time.
Mission YUVA Dashboard: Integrated with an ONDC-compliant platform to promote youth entrepreneurship.
Education Digitalization: EMIS, teacher transfer and inspection modules, student attendance apps, and litigation management systems are being built to streamline school governance.
Revenue Reforms: Digitization of Jamabandis, database migration, and workflow automation are in progress to enhance transparency.
