Srinagar, July 29: In a major push towards digital governance and transparency under Mission POSHAN, Chief Secretary Atal Dulloo on Wednesday launched the QR Code-based Anganwadi Centre (AWC) initiative across Jammu and Kashmir, enabling citizens to access real-time information about services and beneficiaries at every Anganwadi Centre.

The initiative was launched during a review meeting on the implementation of Early Childhood Care and Education (ECCE) across the Union Territory. Senior officials from the Social Welfare, Education, Planning, Rural Development and Information Technology Departments, along with representatives of BISAG-N, attended the meeting.
Describing the initiative as a milestone in digital governance, Dulloo said technology should be effectively used to improve transparency, accountability and citizen-centric service delivery at the grassroots level.
Commissioner Secretary, Social Welfare Department, Sarmad Hafeez, said the QR Code platform has been developed in collaboration with BISAG-N and the Information Technology Department. Every Anganwadi Centre has been assigned a unique QR Code, allowing citizens to instantly access details about Anganwadi workers, beneficiaries, supplementary nutrition, infrastructure, government schemes, events and other services.
Reviewing the ECCE programme, the Chief Secretary directed the department to integrate APAAR records, ABHA (Ayushman Bharat Health Account) and the U-WIN immunisation platform with the QR Code ecosystem to create a unified digital profile for every child. He said the integration would help monitor children's education, health, nutrition and immunisation through a single digital platform, enabling better planning and coordinated interventions.
Dulloo also asked the department to study and adopt scientifically designed play-based learning models developed by leading institutions to strengthen early childhood education, particularly for children requiring additional developmental support.
During the meeting, Mission POSHAN Managing Director Sajad Hussain Ganai presented the progress achieved under ECCE, highlighting digital integration, infrastructure development, capacity building, community participation and convergence of health, nutrition and early learning services.
Officials informed the meeting that all beneficiaries have been enrolled under Aadhaar, while ABHA and APAAR IDs have been generated. Anganwadi Centres have also been mapped on the Gati Shakti Portal, and an advanced Anganwadi Tracking Application has been developed.
The meeting also reviewed the co-location of Anganwadi Centres with schools, upgradation of centres under the Saksham Anganwadi Programme and Bal Vidyalaya Scheme, home-based interventions under the Navchetana initiative for children aged 0–3 years, and activity-based learning under the Aadharshila curriculum for children aged 3–6 years.
Reviewing integrated health and nutrition services, the Chief Secretary stressed greater coordination among departments and called for transforming every Anganwadi Centre into a vibrant hub of early learning, nutrition, healthcare and community participation. He said investing in early childhood development is essential for building a healthier, better educated and more productive society.
