
Stresses timely project completion and economic growth
Chief Secretary of Jammu & Kashmir, Atal Dulloo, conducted a comprehensive review of developmental works and welfare schemes during his visit to Budgam today. The visit focused on assessing progress across key sectors and ensuring the effective implementation of flagship programmes.
During the meeting held at the DC Office, Dulloo assured full support for accelerating Budgam’s economic growth through timely project execution, 100% saturation of welfare schemes, and focused implementation of development programmes.
Deputy Commissioner Dr. Bilal Mohi-Ud-Din Bhat presented a detailed sector-wise report covering the District Capex Budgets for 2024–25 and 2025–26, progress on languishing projects, and other centrally sponsored and UT-level schemes.
The Chief Secretary emphasized that all projects must be implemented in true spirit to benefit the public. He directed departments to ensure 100% beneficiary coverage, stressing accountability and real-time field monitoring to identify gaps.
In the agriculture sector, Dulloo urged for enhanced cultivation of exotic vegetables and proper functioning of Kissan Khidmat Ghars. He directed expansion of the Kisan Credit Card scheme and encouraged departments under the agriculture and allied sectors to work in synergy under HADP.
He instructed the Animal and Sheep Husbandry departments to boost local mutton and poultry production, and asked the Horticulture Department to guide orchardists for better yields.
The Employment Department was tasked with intensifying training under Mumkin, Tejaswini, and Mission YUVA, while the GM DIC was directed to assist youth in establishing entrepreneurial units.
The Chief Secretary also reviewed RDD schemes, asking for speedy completion of PMAY houses and implementation of door-to-door waste segregation with PRI support. He called on Education authorities to rationalize staff deployment and ensure functioning toilets and clean drinking water in schools.
He issued clear instructions to complete PMGSY, PWD, and Jal Jeevan Mission projects on time, and asked departments to identify and finish pending works from earlier schemes.
Promoting tourism was another key focus, with Dulloo stressing the need to develop Doodhpathri, Tosamaidan, and Yousmarg with sanitation, hutments, cafeterias, and visitor amenities. He also urged the convergence of MGNREGA with other schemes to create durable rural assets and provide sustainable jobs.
Later, Dulloo interacted with beneficiaries of welfare schemes, distributing certificates for dairy, mushroom, apiculture, embroidery, and agriculture units, and handing over keys to subsidized tractors and farm machinery.
