
Chief Secretary Atal Dulloo on Saturday chaired a high-level review meeting with the district administration of Bandipora to assess the progress of ongoing development works and the implementation of Centrally Sponsored and UT Sector schemes.
Held at the Mini Secretariat Bandipora, the meeting was attended by Deputy Commissioner Manzoor Ahmad Qadri, SSP Harmeet Singh, and other senior district and sectoral officers.
The Deputy Commissioner gave a comprehensive presentation on the district’s developmental landscape, covering crucial sectors such as health, education, power, tourism, agriculture, water supply, and rural development.
Emphasizing mission-mode execution, the Chief Secretary directed departments like Power, Education, Health, Agriculture, Horticulture, and Tourism to expedite infrastructure projects to enhance ease of living for citizens. He urged officials to ensure effective implementation of schemes like the Holistic Agriculture Development Programme (HADP), promotion of cooperatives, PMAY, and full coverage under healthcare initiatives.
As part of his visit, Dulloo laid foundation stones for major projects worth ₹805 lakh, including a 100-bedded Scheduled Tribe/Gujjar & Bakerwal hostel and a new District Veterinary Hospital.
The Chief Secretary also reviewed the ₹41 crore District Capex Plan 2025–26, comprising ₹10 crore in DDC grants, ₹3 crore under BDC grants, ₹25 crore in PRI grants, and additional allocations for Aspirational Block and Panchayat Development. The plan includes 2,078 works, many of which are spillover projects from previous years.
In the health and education sectors, projects worth ₹1.86 crore and ₹2.85 crore respectively are under execution, with fresh allocations under the Aspirational Block Scheme.
The Deputy Commissioner raised key issues such as the urgent need for human resource and infrastructure upgrades at the District Hospital, and road widening along the Sumbal–Bandipora stretch.
Dulloo called for improved inter-departmental coordination, timely submission of estimates, and efficient handling of logistical challenges in remote regions. He underscored the importance of public accountability, transparency, and quality control in all developmental works.
Later, the Chief Secretary interacted with various delegations, including civil society members, trade unions, tribal groups, NYCs, and youth organizations, assuring them of time-bound redressal of their grievances.
He also inspected departmental stalls set up for the occasion, showcasing schemes and services by Tourism, Health, Education, Agriculture, Rural Development, and other departments
