
Srinagar, June 2: Chief Secretary Atal Dulloo on Tuesday reviewed the preparedness of the Industries & Commerce Department for participation in the Government of India’s flagship Bharat Audyogik Vikas Yojana (BHAVYA), aimed at developing world-class plug-and-play industrial parks across the country to boost industrial growth, attract investment, and generate employment.
The meeting was attended by Commissioner Secretary, Industries & Commerce; Director Industries from Kashmir and Jammu; Managing Directors of SIDCO and SICOP, along with other senior officials.
During the review, the Chief Secretary directed the department to expedite the identification of suitable land parcels in both Jammu and Kashmir divisions for submission under the scheme. He emphasized that the initiative presents a significant opportunity for the Union Territory to build modern industrial ecosystems capable of supporting large-scale investment and balanced regional development.
He stressed the importance of detailed planning and instructed officials to prepare Detailed Project Reports (DPRs) for each shortlisted site in line with scheme guidelines. He further underlined that the proposed industrial estates must be developed as fully integrated plug-and-play facilities with all essential infrastructure and services in place to ensure immediate operational readiness for investors.
Commissioner Secretary Vikramjit Singh briefed the meeting on the scheme framework, noting that BHAVYA envisions the development of 100 industrial parks across India in a phased manner between 2026–27 and 2031–32, with a total outlay of ₹33,660 crore. In the first phase, up to 50 parks will be selected through a competitive, challenge-based process.
Officials informed that a land parcel of around 725 kanals at Vijaypur in Samba district has been identified as a potential site, while feasibility studies are underway for several locations in Kashmir, including Anantnag, Budgam, and Srinagar districts.
It was also noted that the first application window under the scheme opened on June 1 and will remain open till July 31, 2026.
Concluding the review, the Chief Secretary directed all stakeholders to work in mission mode to ensure timely submission of a comprehensive and technically strong proposal. He said the initiative could significantly boost investment, entrepreneurship, and job creation in the region, and called for full efforts to maximize its benefits for Jammu and Kashmir.
