
Chief Secretary Atal Dulloo on Tuesday chaired a high-level meeting to review the progress of ongoing works under the Jhelum Tawi Flood Recovery Project (JTFRP), directing concerned departments to ensure strict adherence to the extended completion deadline of August 2026.
The meeting was attended by Additional Chief Secretary (Planning) Dr. Ashish Chandra Verma, Additional Chief Secretary (PWD), Principal Secretary (Home), Secretary (Health & Medical Education), Managing Director (JKMSCL), CEO J&K ERA Shreya Singhal, and other senior officials.
The Chief Secretary reviewed project-wise progress and instructed the Economic Reconstruction Agency (ERA) to complete all remaining works well before the deadline, with weekly progress reports to be submitted for monitoring.
ACS Planning informed that out of 213 projects sanctioned under JTFRP, 202 have been completed, 10 are under execution, and one is at the tendering stage. An expenditure of ₹1,580 crore has been incurred so far, leading to the creation of key infrastructure damaged during the 2014 floods.
CEO ERA, Shreya Singhal, briefed that construction of an additional block at LD Hospital is progressing steadily, with base isolator-level work to be completed by mid-December. Pre-engineered structural components are being fabricated in Haryana for faster installation by year-end.
She also informed that five bridges in Baramulla District—Shrakawara, Wahdina, Waza Mohallah (Kreeri), Wagoora, and Trikolbal Pattan—are at an advanced stage and expected to be completed by December 2025.
The State Emergency Operation Centre (SEOC) has achieved 80% progress in civil and 35% in electromechanical works, while procurement of additional medical equipment for the Bone and Joint Hospital is being expedited by JKMSCL.
Consultancy work for the feasibility study and DPR for flood mitigation and river management of Jhelum and Tawi basins is also progressing as per schedule.
The Chief Secretary emphasized timely execution, continuous monitoring, and inter-departmental coordination to ensure all projects are completed within the deadline, strengthening J&K’s disaster resilience and infrastructure preparedness.
