
Srinagar, July 9: Chief Secretary Atal Dulloo on Thursday directed departments to accelerate the implementation of the PM Surya Ghar: Muft Bijli Yojana and the Solarization of Government Buildings Programme, stressing timely completion of targets to maximise the benefits of the Centre's flagship renewable energy initiative.
Chairing a high-level review meeting, the Chief Secretary asked the Power Development Department, JAKEDA and other implementing agencies to ensure the installation of rooftop solar (RTS) systems for nearly 57,000 beneficiaries where vendor agreements have already been executed, enabling consumers to receive scheme benefits without delay.
The meeting was attended by Additional Chief Secretary, Power Development Department, Ashwani Kumar; Additional Chief Secretary, Finance, Shailendra Kumar; Divisional Commissioners of Jammu and Kashmir; Managing Directors of JPDCL and KPDCL; CEO JAKEDA and other senior officials.
Dulloo directed the concerned departments to prepare a clear implementation roadmap to achieve the scheme's targets well before the closing date of the PM Surya Ghar Yojana, ensuring Jammu and Kashmir fully utilises the opportunity offered under the national programme.
Reviewing the Solarization of Government Buildings Programme, he instructed the Science & Technology Department and JAKEDA to complete the project in mission mode. He set a target of solarising over 1,400 government buildings under the CAPEX mode and around 1,300 buildings under the RESCO mode by the end of July 2026.
The Chief Secretary also emphasised the simultaneous installation of smart meters in all commissioned buildings to facilitate efficient net metering, accurate energy accounting and optimal utilisation of rooftop solar systems.
Additional Chief Secretary, Power Development, Ashwani Kumar, outlined measures to bridge implementation gaps by strengthening inter-agency coordination, streamlining operational processes and expediting project execution.
Additional Chief Secretary, Finance, Shailendra Kumar, suggested recognising districts demonstrating outstanding performance under the scheme to encourage healthy competition among implementing agencies. He particularly appreciated the progress made in Kupwara and Shopian, recommending recognition for the officers and field staff involved.
The meeting was informed that Jammu and Kashmir has set a target of 83,500 residential rooftop solar installations under the PM Surya Ghar Yojana, including 39,500 consumers under JPDCL and 44,000 under KPDCL, in line with the Government of India's national target of one crore rooftop solar installations by March 2027.
Officials said that as of July 7, 2026, rooftop solar systems had been installed for 37,138 residential consumers, generating a cumulative capacity of 133.40 MW. Beneficiaries have received ₹291.38 crore in Central Financial Assistance, while the Union Territory Government has provided an additional ₹10.50 crore as subsidy to promote rooftop solar adoption.
CEO JAKEDA P.N. Dhar informed the meeting that Jammu and Kashmir has emerged as one of the country's top-performing regions in government building solarisation, ranking third among all States and Union Territories.
So far, 8,131 government buildings—representing 36.14 per cent of the 22,494 identified buildings—have been equipped with rooftop solar systems.
Under the CAPEX mode, against an allocated target of 65 MW covering 5,500 buildings, rooftop solar systems have already been installed on 3,338 buildings, generating 46.30 MW of capacity. Materials have also been supplied for 1,462 additional buildings, while supplies for another 800 buildings are currently in transit, indicating substantial progress toward achieving the programme's targets.
