
Chief Secretary Atal Dulloo today visited the Zewan site in Srinagar to assess progress on the construction of transit accommodations for Kashmiri Migrant employees under the Prime Minister’s Development Package (PMDP).
Accompanied by the Principal Secretary PWD, Divisional Commissioner Kashmir, DC Srinagar, Relief Commissioner, Chief Engineer R&B (Central), and other officials, the Chief Secretary reviewed the ongoing construction of 936 one-BHK flats. Of these, 624 have been completed, while 312 are in various stages of execution. A total of 703 flats have been allotted so far, marking an increase of 51 since March 2025.
Officials informed the Chief Secretary that an additional 96 flats are scheduled for completion by September 2025, followed by 72 by December 2025, and 144 by March 2026.
The revised cost of the Zewan project is Rs197.37 crore. Of this, Rs124.07 crore was utilized by March 2025, and Rs36.65 crore has already been released from the Rs73.30 crore outlay for 2025–26.
Emphasizing timely completion and prompt allotment, Dulloo said, “The project must be completed on time, and completed units should be handed over without delay.” He noted the locational advantage of Zewan for employees serving in both Srinagar and Pulwama districts and directed that quality standards be strictly maintained.
The Chief Secretary continues to monitor the progress of all transit accommodations being developed across the Valley. Under PMDP, a total of 6,000 units are being constructed for Kashmiri Migrant employees, with a revised outlay of Rs1245.38 crore. With additional UT Government support, total funding for the project stands at Rs1325.85 crore—comprising Rs983.28 crore for construction and Rs342.57 crore for allied works.
