After the tragic bus accident claimed lives of two students, Director School Education Kashmir (DSEK) G N Itoo on Sunday issued an advisory to all educational institutions in the Valley asking them to seek mandatory permissions before organizing any picnic or excursion.
Itoo said schools must not make any picnic plans without first obtaining proper authorisation from the concerned authorities, be it the Chief Education Officer or any other authority.
He also the local authorities must be informed well in advance wherever their involvement is necessary.
“Teachers must accompany students at all times during such outings. Every precaution whether related to transport or logistical arrangements must be taken well in advance,” Itoo said.
“Picnics are a part of school life, and students have every right to enjoy them. But before that, we must ensure their complete safety,” he said.
As per the circular issued by Directorate of School Education Kashmir, schools must secure written parental consent at least 10 days prior to any trip.
High and Higher Secondary Schools are required to obtain permission from the respective Chief Education Officers (CEOs) while Primary and Middle Schools must approach their Zonal Education Officers (ZEOs).
Permissions will only be granted upon fulfillment of specific transportation and safety conditions outlined in the SOP.
“The educational value is to be the primary criterion for selecting the picnic or excursion site. One staff member must visit the destination in advance to coordinate with concerned local administration and development authorities. Senior school staff are expected to guide and actively participate in the outing,” reads the circular.
According to the circular, students must not leave school premises before 8 am and should return home by 6 pm the same day. “A teacher-student ratio of at least 1:15 must be maintained”.
Schools have been instructed to carry first aid kits and ensure that one staff member is trained in basic medical aid.
The circular strictly prohibits activities near water bodies, restricted zones, forested areas, or any location that may present wildlife threats or safety hazards.
The students are required to wear school uniforms and uphold disciplined behavior throughout the trip.
The use of junk food, polythene, or other prohibited items is discouraged. Teachers must oversee safe student conduct and environmental cleanliness, ensuring all litter is properly disposed of.
Schools must monitor weather conditions ahead of trips and avoid destinations with health or safety risks. Proper arrangements should be made for clean drinking water, hygienic meals, and sun protection.
The Directorate has also advised against long-distance excursions for middle school students, citing age-appropriateness and safety.
