Durbar Move offices to reopen in Jammu on Nov 2

October 21, 2026 | Ayaan Wani

Srinagar, Oct 20: The government has ordered the annual 'Darbar Move' from Srinagar to Jammu for the winter season, with offices scheduled to close in Srinagar on October 30 and 31 and reopen in Jammu on November 2.

Under the arrangement, several departments will move in full, while others will operate with limited staff.
According to an order issued by the General Administration Department, offices observing a five-day working week will close in Srinagar on October 30, while those following a six-day week will close on October 31, after office hours.
The government has ordered that designated offices move to Jammu in full, while others will operate with limited staff under the camp arrangement.
Under the order, offices moving in camp will ordinarily carry 33 per cent of their staff strength or 10 officials, whichever is lower, unless otherwise specified.
The Civil Secretariat, Chief Minister's Secretariat and several departments and directorates are among the offices scheduled to move in full. Departments and institutions listed for the camp arrangement include the State Taxes Department, the J&K Services Selection Board, the National Health Mission and several other bodies.
The government has fixed Special Move Travelling Allowance at Rs 25,000 for each employee undertaking the move. Employees who fail to move within the prescribed period will not be eligible for the allowance.
The order also provides for advance salary payments to non-gazetted employees who apply for them, subject to recovery in instalments under the applicable rules. October salaries for employees working in the moving offices are to be drawn on October 29.
The Jammu and Kashmir Road Transport Corporation (JKRTC) has been directed to arrange sufficient buses in good condition to transport employees on October 31 and November 1. Advance ticket bookings will begin on October 27 at the Civil Secretariat and JKRTC's main booking counters.
To facilitate the journey, each convoy will be accompanied by a crane, two empty buses and mobile workshop facilities. Police will escort the convoys to their destinations and ensure priority passage through the Banihal-Qazigund and Dr Syama Prasad Mookerjee tunnels.
Medical aid facilities will be arranged at Qazigund, Banihal, Ramsu, Ramban, Chenani, Udhampur and Jhajjar Kotli along the route.
The government has also directed the establishment of a Winter Secretariat at the Civil Secretariat in Srinagar. Departments will identify one gazetted officer and four non-gazetted officials for retention there, subject to approval by the competent authority. Preference is to be given to women employees and those with serious medical conditions, wherever feasible.
The 'Darbar Move' is the long-standing administrative practice under which designated government offices shift between Srinagar and Jammu for the summer and winter seasons. The 150-year-old practice, initiated in 1872 by Maharaja Ranbir Singh to escape seasonal extremes, was halted in June 2021 by Lieutenant Governor Manoj Sinha. However, the biannual 'darbar move' officially resumed last year.
