CM receives guard of honour
Jammu, Nov 2: Jammu and Kashmir Chief Minister Omar Abdullah on Monday received a Guard of Honour here at the Civil Secretariat as the government offices in view of the annual Darbar Move started functioning here.
The Chief Minister on his arrival at the Civil Secretariat was welcomed by his colleagues in the cabinet including the newly inducted ministers following which he received the Guard of Honour by the contingent of Jammu and Kashmir Police.
Marking the shifting of the administrative machinery from Srinagar to the winter capital, over 100 government offices have resumed functioning here for the next six-month winter session of 2026-27.
The CM, however, also held meetings with members of the Council of Ministers and administrative secretaries to review departmental functioning and assess administrative preparedness after the Darbar Move.
Meanwhile security arrangements have been augmented around the Civil Secretariat and adjoining areas ahead of the resumption of official work.
Nearly 150-year-old Darbar Move practice introduced during the Dogra rule, involves the seasonal shifting of the seat of government between Srinagar and Jammu.
The practice was discontinued in 2021 by the Lieutenant Governor-led administration, which cited an estimated annual saving of worth crores.
However, the Omar government restored the biannual practice in November 2025.
As the offices reopened here following the Darbar Move, the Chief Minister Omar Abdullah's governance approach over the past year has remained firmly focused on responsive, inclusive and people-centric development, with sustained public outreach and a commitment to addressing the concerns of people across Jammu and Kashmir, said an official spokesman.
He said that the Chief Minister has undertaken extensive visits across Jammu and Kashmir, reaching remote villages, towns and urban centres to interact directly with people, listen to their grievances and understand their aspirations.
Several major initiatives undertaken by the Government reflect this development-oriented approach, he said.
As the Civil Secretariat and other offices resume functioning in Jammu, the Government's focus remains on carrying forward this agenda of development, public service and responsive governance across Jammu and Kashmir, he said.
