Govt mulling to impose property tax in J&K

‘Residential buildings to be exempted in first phase’

The Jammu and Kashmir administration is mulling to impose the controversial property tax in the union territory. However, to begin with, the proposal is to collect property tax on commercial establishments.
According to reports, the Housing and Urban Development Department of the administration is mulling a proposal to impose property tax by exempting residential buildings from the ambit of the proposal in the first phase.
Reports said that there are significant grants given to Urban Local Bodies in union territories by the union government if the property tax is imposed by them. Sources said that these grants will significantly help the local bodies in taking up developmental works independently.
The issue came to the fore some years ago when the government had announced imposition of property tax in Jammu and Kashmir. However, following outrage by the opposition parties and ordinary people, the proposal was shelved by the government.
The Union Home Ministry had asked the J&K administration in 2020 to impose property taxes on residential and commercial establishments through the Municipal Corporations, Municipal Councils and Municipal Committees in the Union Territory.
The BJP, which is in power at the Centre, had also opposed the proposal, given the widespread opposition to the move in Jammu region, which is the stronghold of the saffron party and where it hopes to win most of the seats whenever the assembly elections are held.
Sources quoted by a local daily said that the proposal mulled by the Housing and Urban Development Department will in the first phase cover commercial establishments.
“The proposal has exempted the residential buildings from property tax since it has evoked widespread resentment from various opposition parties and ordinary people,” sources said, adding that the slabs for the tax are being currently worked out by the Housing and Urban Development Department.
All the states and Union Territories in the country impose Property Tax. However, Jammu and Kashmir is the only region where such tax was not imposed due to the negative impact it could have on law and order and political situation in the union territory.
According to sources, the administration may in future plan to impose property tax on residential buildings but it will cover only those which are built on large chunks of land.
