Srinagar, June 15: Chief Secretary Atal Dulloo administered the oath of office to Suresh Kumar Gupta as Chairperson of the Jammu and Kashmir Water Resources Regulatory Authority (JKWRRA) at the Civil Secretariat in Srinagar on Sunday.

Senior officials from the government and the water resources sector attended the ceremony. The Chief Secretary congratulated Gupta and expressed confidence that his administrative experience would strengthen the authority’s work in sustainable and efficient water management.
The JKWRRA is a statutory body responsible for regulating, developing, and conserving water resources in the Union Territory, with a focus on integrated water resource management, water security, and policy advisory.
Gupta’s appointment was notified under S.O. 164 dated June 9, 2026, under Section 139 of the J&K Water Resources (Regulation and Management) Act, 2010, and took effect upon his assumption of charge.
An Indian Forest Service officer of the 1991 batch, Gupta has over three decades of experience in environmental governance and forest administration. He has previously served as Principal Chief Conservator of Forests (PCCF) and Head of Forest Force (HoFF), as well as Principal Secretary in departments including Culture, Tribal Affairs, and School Education.
He has also held roles such as Chief Wildlife Warden, Director of Forest Protection Force, Director of the J&K Forest Research Institute, and Managing Director of the Jammu and Kashmir Forest Development Corporation (JKFDC).
On assuming office, Gupta said he would focus on strengthening water governance, sustainable usage, and regulatory systems for the Union Territory’s water resources.
