
Chief Secretary Atal Dulloo today conducted a comprehensive review of all 29 projects under the Holistic Agriculture Development Programme (HADP), aimed at strengthening Agriculture, Horticulture, and Livestock sectors across Jammu & Kashmir. The meeting emphasized outcome-based implementation, accountability, and timely monitoring of all units.
The review, attended by senior officials, Deputy Commissioners via video conferencing, and representatives from banking and educational institutions, focused on achieving tangible results in productivity, sustainability, and income generation. The Chief Secretary directed frequent field visits, real-time assessment, and corrective interventions to ensure projects deliver expected outcomes.
HADP Managing Director Sandeep Kumar reported that over 91,600 agricultural units have been established, with more than 75,000 monitored through the Output Tracking App (OTA). The initiative has generated 1.34 crore person-days of employment, ₹298 crore in revenue, and ₹126 crore in profits, with around 82% of units fully operational.
Key progress includes 7,976 exotic vegetable units producing 1.95 lakh metric tonnes, milk production of 39 lakh metric tonnes, mutton at 380 lakh kg, trout farming yielding 2,650 metric tonnes from 635 raceways, and distribution of 20,800 modern farm machinery units. High-value crops like Saffron and Kala Zeera produced 207.8 MT of quality planting material.
The Daksh Kisan Portal has registered 3.5 lakh farmers, with 2.1 lakh trained in modern agricultural techniques. Officials highlighted enhanced transparency and accountability through OTA and Kisan Sathi Portal integration.
HADP remains a flagship J&K initiative to revamp agriculture, promote mechanization, improve market linkages, and double farmers’ income while ensuring sustainable growth across the Union Territory.
