
Srinagar, May 1: The High Court of Jammu & Kashmir and Ladakh has directed the Health and Medical Education Department and the Jammu and Kashmir Medical Supplies Corporation Limited (JKMSCL) to file fresh affidavits detailing the installation and operational status of CT scan machines across hospitals in the Union Territory.
A Division Bench comprising Chief Justice Arun Palli and Justice Rajnesh Oswal passed the order while hearing a suo motu Public Interest Litigation concerning healthcare infrastructure. The matter will be taken up again on May 14, 2026.
During the hearing, the court was also informed about an ongoing inquiry against Professor and Head of Radio-diagnosis at Government Medical College Jammu, D Vipan Mangotra, over alleged violations related to private practice rules under government norms. The government said the inquiry, headed by Special Secretary Akriti Sagar, is expected to conclude soon.
On the status of CT scan facilities, JKMSCL submitted that machines for District Hospital Budgam and District Hospital Poonch have been delivered and are nearing completion of installation. Several other hospitals, including SMHS Srinagar, SMGS Jammu, Super Specialty Hospitals in both Srinagar and Jammu, and Chest Disease Hospital Jammu, are at different stages of delivery and setup.
Officials informed the court that some machines are expected to become operational within days, while others, including those ordered from Japan-based vendors, are likely to arrive in June. Civil works are also underway at multiple locations.
Taking note of the progress, the court granted two weeks to the departments and JKMSCL to submit updated affidavits reflecting ground-level status. The court also directed the Senior Superintendent of Police Jammu to file a report on the ongoing inquiry.
