J&K Reorganisation Amendment Bill to be tabled in LS today
Centre to move constitutional amendment concerning UTs

The Union Ministry of Parliamentary Affairs has requested the Lok Sabha Secretariat to include the introduction of four new bills including J&K Reorganisation Amendment Bill 2025 on its list of government business for Wednesday.
According to an official document, the bills to be introduced include, The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025; The Government of Union Territories (Amendment) Bill, 2025; The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025 and The Promotion and Regulation of Online Gaming Bill, 2025.
The agenda for Wednesday also includes the consideration of a motion to refer all three amendment bills the Constitution, Government of Union Territories, and Jammu and Kashmir Reorganisation bills to a Joint Committee of both Houses of Parliament after their introduction.
The list of business for the Lok Sabha on Wednesday includes a special discussion on “India’s first astronaut abroad and the International Space Station-Critical Role of Space Program for ‘Viksit Bharat by 2047’.”
Any item carried over from Wednesday’s list will be taken up on Thursday, it reads.
Reports said Home Minister Amit Shah had written to the secretary-general of Lok Sabha Utpal Kumar Singh today notifying him that he intends to move a Union Territory Administration (Amendment) Bill, 2025 in the ongoing monsoon session of the parliament.
According to report, Home Minister had marked the letter to the Union Minister of Parliamentary Affairs Kiren Rijiju, legislative department of the Ministry of Law and Justice, the Lok Sabha Secretariat, and the legislative office of the Lok Sabha.
Along with the primary proposal, Shah also wrote the Lok Sabha’s secretary-general to move an associated 130th Constitutional Amendment Bill, 2025.
Shah requested in a separate letter urging the secretary-general to show some leniency in rules of the house for him to move both the amendment bills in the current session.
Shah is said to have cited “paucity of time” to urge the secretary-general to go easy on the procedures and rules of the Lok Sabha mentioned in Rule 19 (A) and 19 (B) to facilitate the proposal in the current session that is supposed to end on August 21, 2025.
Rule 19 (A) requires a government minister to give prior notice to introduce a bill in the Lok Sabha, while Rule 19(B) says that government bills should be circulated to all members of the Lok Sabha before they are formally introduced to facilitate review and preparation of the concerned bill.
The J&K Reorganisation (Amendment) Bill 2025 comes on the heels of the Union government’s counsel Tushar Mehta reassuring the Supreme Court that the statehood of Jammu and Kashmir would be restored “at the earliest” after considering all factors.
Mehta has told the Supreme Court that the Union government fulfilled its promise of conducting assembly elections in Jammu and Kashmir, and assured that its statehood would also be restored soon.
