J&K gears up for PM eBus Sewa launch: CS Dulloo

Jammu, Feb 11: Chief Secretary Atal Dulloo on Wednesday chaired a meeting of the UT-Level Steering Committee to review the implementation of the PM eBus Sewa Scheme in Jammu and Kashmir, under which 200 electric buses are being procured to modernize and strengthen urban public transport across the Union Territory.

The meeting was attended by senior officials, including the Additional Chief Secretary of Agriculture Production, Commissioner Secretaries of Housing & Urban Development and Transport, Directors General, Commissioners of Jammu and Srinagar Municipal Corporations, and Chief Engineers of JPDCL and KPDCL.
Reviewing the project’s progress, the Chief Secretary stressed the urgent development of supporting infrastructure, including Behind-the-Meter (BTM) power systems and civil depots, to ensure smooth operationalization of the fleet. He directed Jammu Smart City Limited (JSCL) and Srinagar Smart City Limited (SSCL) to prioritize the completion of these facilities and adhere strictly to timelines so that the buses could be deployed immediately upon delivery.
Commissioner Secretary, H&UDD, Mandeep Kaur, briefed the committee on the scheme’s framework. She stated that JSCL will procure 100 buses—25 of 12-metre length and 75 of 7-metre length—while SSCL will procure 100 buses—20 of 12-metre length and 80 of 9-metre length—to meet the operational needs of both cities.
Commissioner, JMC, Devansh Yadav, added that the Detailed Project Reports (DPRs) for civil depot and BTM power infrastructure have been approved, and tenders for the works have already been issued. The Ministry of Housing and Urban Affairs (MoHUA) has released the first tranches of funding—₹14.28 crore for BTM power infrastructure and ₹14.05 crore for civil infrastructure—through SNA–SPARSH to ensure timely execution.
The PM eBus Sewa Scheme, a flagship national initiative by MoHUA, aims to promote large-scale electrification of urban public transport. Convergence Energy Services Limited (CESL) has been appointed as the Implementation Support Agency to ensure efficient, transparent, and cost-effective procurement.
Chief Secretary Dulloo described the project as a sustainable urban mobility initiative, highlighting that the introduction of electric buses will reduce carbon emissions, improve air quality, and provide eco-friendly, safe, and reliable transport to citizens of Jammu and Kashmir.
This scheme is expected to transform urban commuting, while also contributing to the Union Territory’s broader environmental and smart city goals.
