
Srinagar, Nov 23 : The Jammu and Kashmir administration has issued detailed instructions to all departments and district authorities regarding the celebration of Constitution Day on 26 November 2025. The General Administration Department, through a formal circular, directed that Preamble reading ceremonies be held across all offices, accompanied by awareness programmes aimed at highlighting constitutional values.
The circular states that Constitution Day, also known as Samvidhan Diwas, is observed every year on 26 November to commemorate the adoption of the Constitution of India. All government offices, public sector undertakings, educational institutions, Panchayati Raj bodies, and municipal units have been instructed to organise events including Preamble reading sessions, debates, quizzes, light and sound programmes, and awareness campaigns. Authorities have been asked to ensure maximum participation of officials, students, and locals.
The administration has also circulated a concept note received from the Government of India, outlining innovative methods for wider public engagement. The document suggests unique initiatives such as a nationwide reading relay, digital experiences, interactive quizzes, projection mapping on major monuments, and thematic activities promoting constitutional awareness.
Further communication from the Ministry of Parliamentary Affairs advises states and Union Territories to adopt new participatory formats, including youth storytelling, service drives, marathons, and community-based programmes under the theme of unity and constitutional commitment. Departments have been directed to coordinate with district officials to ensure uniform implementation of the observance.
The J&K administration has also instructed divisional commissioners and deputy commissioners to conduct the main programme at SKICC Srinagar, while ensuring that similar programmes are held at district and subordinate levels. All departments have been told to display the Preamble prominently and organise digital and physical outreach activities to increase public involvement.
Authorities have been asked to submit action-taken reports after the completion of the programmes.
