The literacy rate in Jammu and Kashmir stands at 82 per cent, according to data from the Periodic Labour Force Survey (PLFS) Annual Report 2023–24, as shared by the Union Ministry of Education in the Lok Sabha.
Minister of State for Education Jayant Chaudhary said the figures reflect the population aged 15 years and above, based on the National Sample Survey Office survey.
To further improve literacy, the Government of India is implementing the New India Literacy Programme (NILP), also known as ULLAS – Nav Bharat Saaksharta Karyakram, from 2022 to 2027. The programme targets non-literate individuals who missed formal schooling and is aligned with the National Education Policy 2020, covering all States and Union Territories, including Jammu and Kashmir.
Under ULLAS, literacy encompasses not only reading, writing, and comprehension but also numeracy and essential life skills such as digital and financial literacy. The government has set a 95 per cent benchmark for declaring a State or UT fully literate.
While several States and Union Territories have achieved full literacy, Jammu and Kashmir continues its efforts under ULLAS to enhance literacy outcomes.
