
Srinagar, June 1: The Directorate of Youth Services & Sports, Jammu and Kashmir, has rejected media reports alleging denial of salary to Physical Education Teacher Bilquis Mir for over two years, terming them factually incorrect and misleading.
In a statement, the department said salary processing requires mandatory verification of Service Book, Last Pay Certificate (LPC), pay fixation, admissible pay, and recoveries, if any. It said the case was taken up after a Central Administrative Tribunal order dated 05.02.2026, but salary could not be released as essential service records were reportedly not available with the Drawing and Disbursing Officer.
The department said efforts are underway to obtain the required records from concerned authorities, including the Anti-Corruption Bureau, in compliance with legal and tribunal directions.
It further stated that the officer’s service records are under scrutiny for multiple issues, including alleged unauthorised activities, foreign visits without prior approval, and continued representation in sports bodies without permission under J&K Conduct Rules, 1971.
The department noted that Bilquis Mir, appointed in 2009, has not completed mandatory B.P.Ed training as per service requirements. It also referred to her deputation period in the J&K State Sports Council, during which she was promoted and later assigned additional responsibilities.
It further cited an ACB reference regarding alleged irregular promotions and excess salary drawn, though it said criminal proceedings in the matter were quashed by the High Court, while service-related aspects remain under examination.
A show-cause notice has already been issued, and a departmental fact-finding committee is probing the matter. The department said all actions will be taken strictly as per rules, judicial directions, and due process, rejecting claims of arbitrariness.
