
The Directorate of Youth Services and Sports (YSS), Jammu and Kashmir, has ordered the cancellation of all transfer and posting orders issued by the Joint Director, Youth Services and Sports, Kashmir after an inquiry established that the official had made unauthorized transfers in violation of standing government instructions.
According to the official order, the Directorate acted on a complaint received from the Administrative Department on June 12, 2025, which alleged that the Joint Director had issued multiple transfer and posting orders of non-gazetted employees within the Kashmir Division without obtaining the mandatory approval from the competent authority.
Following the complaint, a Fact-Finding Committee was constituted by the Directorate on June 20, 2025, to probe the allegations. The committee, in its report submitted, confirmed that the Joint Director had indeed ordered several transfers over the past six months without authorization from the Director General, Youth Services and Sports, J&K.
The inquiry found that the actions of the Joint Director were in contravention of the Jammu and Kashmir Government Business Rules and the Transfer Policy outlined in Government Order No. 861-GAD of 2010 and Government Order No. 49-JK(GAD) of 2019. These rules explicitly require that all transfers and postings be processed only with prior approval of the competent authority.
Consequently, the Directorate has cancelled all such transfer and posting orders ab initio, terming them unauthorized, irregular, and void. District Youth Services and Sports Officers (DYSSOs) have been directed to ensure immediate compliance and to submit a compliance report within a week.
