
A welcome and historic development has taken place for the employees of the Jammu and Kashmir Academy of Art, Culture and Languages (JKAACL) with the approval of long-pending Time Bound/In-Situ promotions. Following the approval, the Academy has issued Order No. 01 of 2026, under which 34 Non-Gazetted and Class-IV employees have been granted In-Situ promotions.
The decision has been implemented in light of the recommendations of the Departmental Promotion Committee (DPC) meeting held on July 9, 2025, which was convened after a long gap. The promotions have been sanctioned under the provisions of the Jammu and Kashmir Civil Services (Higher Standard Pay Scale Scheme) Rules, 1996 and SRO-14, and shall be effective retrospectively from the respective due dates.
As per the order, employees belonging to various categories including Executive Cadre, Junior Assistants, Accounts Assistants, Sweepers, and Orderlies/Chowkidars have been placed in their respective upgraded pay levels. This decision stands as a formal recognition of their long, sincere, and dedicated services rendered to the institution.
On the occasion, the Cultural Academy Employees Association expressed satisfaction and happiness over the decision and extended heartfelt gratitude to the Principal Secretary, Department of Culture, Government of Jammu and Kashmir; Secretary JKAACL, Ms. Harvinder Kour (JKAS); Additional Secretary (Kashmir), Mr. Adeel Saleem (JKAS); and Additional Secretary (Jammu), Ms. Sonali Arun Gupta (JKAS). The Association acknowledged that the vision, focused attention, and constructive coordination of these senior officers played a crucial role in resolving this long-pending matter.
According to the Association, the approval of promotions will not only boost the morale of employees but will also positively impact the overall efficiency and performance of the Academy. The Association further expressed hope that timely Departmental Promotion Committee meetings will continue to be held in the future with the same spirit of fairness and continuity to ensure justice for deserving employees.
Reaffirming its commitment, the Association stated that it will continue to work with dedication, sincerity, and institutional dignity towards the promotion and preservation of art, culture, and languages in Jammu and Kashmir.
