Srinagar, Oct 16: The Jammu and Kashmir Government has suspended Parvaz Abdullah, General Manager (Purchases and Stores) of the Jammu and Kashmir Road Transport Corporation (JKRTC), over alleged lapses in maintaining tendering and procurement records related to Diesel Exhaust Fluid (DEF).
According to Government Order No. 91-JK(TR) of 2026, issued by the Transport Department, the records concerning the procurement process were reportedly not maintained in a systematic and readily traceable manner, raising concerns over official accountability and the proper custody of documents.
The government has ordered formal departmental proceedings to establish the facts, fix responsibility and examine the role of the officials concerned.
Pending the inquiry into alleged misconduct and dereliction of duty, Abdullah has been placed under suspension with immediate effect and attached to the office of the Managing Director, JKRTC, until further orders.
The action follows an earlier order dated October 8, through which JKRTC withdrew the charge of Purchases and Stores from Abdullah after lapses were observed in the maintenance of procurement records. The charge held by Manager (Purchases and Stores), JKRTC Srinagar, Siraj, was also withdrawn.
The matter relates to the procurement of Diesel Exhaust Fluid (DEF AUS-32), required for JKRTC’s BS-VI fleet. The procurement process came under scrutiny after questions were raised over the cancellation of an initial tender floated on the Government e-Marketplace (GeM) and the subsequent issuance of a fresh tender through the JK e-Tenders portal.
A committee constituted by JKRTC examined the process and flagged gaps in the documentary trail, including the availability of records explaining the tender cancellation and the shift to another procurement platform.
The reported deficiencies have raised questions about documentation, procedural transparency and the approvals underpinning the procurement decisions.
The suspension order states that the departmental inquiry will determine the facts and establish responsibility. The alleged lapses remain subject to formal examination, and the action does not by itself establish corruption or financial loss.
