Kashmir’s Governance Gap

December 13, 2025 | Yawar Hamid

Kashmir, that is known by historical resilience and political sensitivity, continues to grapple with governance challenges that shape the daily lives of its citizens. In recent times, the expectations from the state government, particularly the National Conference led administration, have been high. The people of Kashmir, seeking development, transparency and inclusive policymaking, find themselves increasingly disillusioned as their aspirations often meet bureaucratic inertia and political hesitancy.

Public policy in Kashmir faces unique complexities. The region’s socio-political landscape is marked by a delicate balance between security imperatives, economic development and the urgent need for social welfare. Citizens demand comprehensive policies addressing unemployment, healthcare, education , infrastructure development and electricity at lower cost. Yet, despite repeated calls from various stakeholders, many of these demands remain unaddressed. The disconnect between public expectations and governmental action has left a sense of disenchantment among the populace.
The challenges of governance in Kashmir are multifaceted. Administrative inefficiencies, delayed implementation of welfare schemes and a perceived lack of responsiveness to grassroots concerns have contributed to eroding public trust.
Furthermore, political polarization and bureaucratic red tape often prevent innovative solutions from reaching the people in time. In such a scenario, governance is not just about policy formulation but also about timely execution and active citizen engagement.
One of the most pressing issues is the gap between rhetoric and reality. While the government announces ambitious initiatives, the lack of follow through creates frustration among citizens who feel that their voices are ignored. This growing disillusionment impacts social cohesion and reduces confidence in democratic institutions, creating an urgent need for accountable and transparent governance mechanisms. To address these challenges, the administration must prioritize participatory policymaking, strengthen institutional accountability and ensure that public welfare programs are implemented effectively. Active engagement with civil society, consistent communication and responsiveness to citizen concerns are essential to restore trust. In a region like Kashmir, where history, politics and development intersect intricately, governance must evolve beyond rhetoric to become a true instrument of public service and empowerment. Ultimately, the success of governance in Kashmir will be measured not by political statements, but by the tangible improvements in the lives of its people turning promises into results and disappointment into hope.
