
Kupwara, Jan 31: Serious allegations of prolonged postings, nepotism, and administrative irregularities have been raised against the Assistant Director (AD) Office of the Food, Civil Supplies and Consumer Affairs (FCS&CA) Department in Kupwara. A formal complaint has been submitted to the Director FCS&CA, Jammu and Kashmir, by a social activist on behalf of aggrieved Assistant Storekeepers (ASKs).
The complaint alleges that despite government policy mandating periodic rotation of employees, several officials have remained posted at the AD Office Kupwara for six to seven years, resulting in administrative stagnation. While field-level employees at TSO and store levels are regularly transferred, certain ASK officials reportedly continue to handle sensitive sections such as Accounts and Salary Bills, fostering a culture of entitlement and lack of transparency.
Multiple officials named in the complaint are alleged to have prior disciplinary controversies yet continue in critical roles. The complaint also cites unauthorised “verbal transfers,” suppression of official orders, and manipulation of postings without approval, which violate departmental transfer policies.
The document refers to official directions issued by the Deputy Director (Adm) Kashmir in June 2025, instructing all AD offices to submit stay lists of officials. However, the complaint alleges that no meaningful action was taken at Kupwara, raising questions about compliance and oversight.
Highlighting risks of corruption, internal conflicts, and misuse of authority, the complaint calls for an urgent inquiry, immediate rotation of overstaying officials, and deputation of fresh staff to restore transparency and administrative integrity.
