Migrant properties: Govt tightens protection, fast-tracks grievances says CS Dulloo

Srinagar, Sep 3: Jammu and Kashmir Chief Secretary Atal Dulloo on Thursday directed the administration to ensure the swift, thorough and legally sound disposal of grievances concerning migrant properties, while strengthening technology-based mechanisms to protect such assets across the Kashmir Division.

Chairing a high-level meeting to review the status and quality of grievances lodged by Kashmiri migrant property holders in all ten districts of the division, Dulloo stressed that every complaint must be examined comprehensively and decided strictly on merit, with special attention to cases pending for prolonged periods.
He directed the Divisional and District Administrations to ensure that disposal of grievances translates into actual and satisfactory resolution on the ground, rather than being limited to closing cases on official records.
The meeting was attended by Principal Secretary, Disaster Management, Relief, Rehabilitation and Reconstruction (DMRR&R) Chandraker Bharti, Secretary Revenue, Divisional Commissioner Kashmir, Deputy Commissioners, Relief Commissioner (Migrant) and senior officers of concerned departments.
The review highlighted substantial field-level action to retrieve and protect migrant land under the statutory powers vested with District Magistrates as legal custodians.
Between January and July 2026, 522 kanals and 15.9 marlas of migrant land were retrieved and secured under Superdari or handed over to the original owners.
Bandipora recorded the highest retrieval at 146 kanals and 7 marlas, followed by Baramulla with 82 kanals and 10 marlas, Kulgam with 80 kanals and 0.5 marlas, Ganderbal with 53 kanals and Srinagar with 50 kanals and 16.9 marlas.
The Online Migrant Grievance Portal (RRCM) has so far registered 12,223 complaints involving different categories of violations.
These include 5,341 encroachment cases, 2,874 trespassing cases and 442 cases involving alleged record tampering.
Of the total complaints, 10,038 have been closed by District Magistrates, while 7,605 have received final approval through the RRCM mechanism.
To ensure that disposal on paper corresponds with genuine resolution, the administration has introduced an independent Telephonic Quality Verification mechanism through the office of the Divisional Commissioner, Kashmir.
During the verification exercise, 4,918 applicants were successfully contacted, of whom 4,605 expressed satisfaction with the disposal of their cases. The remaining grievances have been flagged for further scrutiny and corrective action.
Dulloo appreciated the verification mechanism and directed officials to ensure that disposal statistics are backed by satisfactory, lawful and sustainable outcomes.
The Chief Secretary also called for accelerated completion of geo-tagged digital inventories of migrant properties in districts where the exercise is still pending.
Baramulla, Ganderbal, Kulgam and Kupwara have already completed their geo-tagged inventories, creating a technology-enabled database for identification, monitoring and protection of migrant assets.
The administration has simultaneously expanded direct engagement with migrant property holders through grassroots outreach camps. During outreach programmes held at Jammu in the first quarter of 2026, 1,878 complaints were received directly, while 484 offline grievances were subsequently brought onto the unified digital platform.
129 Complex Cases Cleared
The meeting was also informed about reforms introduced following implementation of a revised Standard Operating Procedure (SOP) from October 2025, including the complete migration of the process to the e-Office platform.
The streamlined mechanism has resulted in the disposal of 129 complex alienation cases in the past 11 months, compared with 6,258 cases processed during the preceding 28 years.
The Chief Secretary directed all concerned departments to maintain sustained focus on protecting migrant properties, ensuring timely grievance redressal and strictly adhering to statutory safeguards.
He stressed that technology, field-level monitoring and administrative accountability must work together to ensure that the lawful rights and interests of migrant property holders remain fully protected.
