Jammu, Sep 5: Commissioner Secretary, Cooperative Department, Yasha Mudgal, on Friday chaired a meeting of the Union Territory Level Implementation and Monitoring Committee (UTLIMC) to review the progress of the Centrally Sponsored Project for computerisation of Primary Agricultural Credit Societies (PACS) across Jammu and Kashmir.

The meeting was attended by the Registrar Cooperative Societies, J&K; Deputy General Manager, NABARD; representatives of the Finance Department; Managing Director, J&K State Cooperative Training Board (JKSTCB); representatives of the System Integrator and senior officers of the Cooperative Department.
A detailed presentation was made on the current status of the PACS computerisation project, highlighting progress achieved so far and key operational issues. The Committee discussed handholding support for PACS, scanning and digitisation of legacy records, manpower deployment and reconciliation of data.
Reviewing the implementation, Mudgal directed the System Integrator to complete all assigned deliverables within the stipulated timelines. She stressed that the approved implementation schedule must be followed strictly and avoidable delays should not affect the objectives of the project.
She called for close coordination among the Cooperative Department, Registrar Cooperative Societies, NABARD, DCCBs, System Integrator and other stakeholders, observing that effective field-level coordination would be essential to resolve bottlenecks and ensure timely benefits of computerisation reach PACS.
Mudgal also directed the Registrar Cooperative Societies to ensure regular and effective monitoring of the project. She made it clear that monitoring should go beyond routine reporting and include physical and documentary verification of every milestone and deliverable before it is treated as completed.
Emphasising transparency and accountability, the Commissioner Secretary directed that all communications and instructions issued to the System Integrator be conveyed in writing and properly documented.
She further asked officials to keep the Administrative Department regularly informed about project progress, particularly regarding milestones, verification of deliverables, manpower deployment, digitisation of legacy data, data reconciliation and any issue that could affect the approved timeline.
Highlighting the importance of PACS computerisation, Mudgal said the initiative would strengthen the functioning of Primary Agricultural Credit Societies through modern technology, improved record management, greater operational efficiency and enhanced service delivery.
She directed all concerned stakeholders to maintain close coordination and ensure timely resolution of issues so that the approved targets of the PACS computerisation project are achieved effectively across Jammu and Kashmir.
