The dedicated toll-free helpline 1800-8900-166, launched by the Omar Abdullah-led government on April 25, 2025, has emerged as a direct link between the administration and people seeking emergency assistance, grievance redressal and coordination with authorities outside the Union Territory.
The 24x7 facility was established in the aftermath of the Pahalgam attack amid reports of harassment, intimidation and assaults involving students and residents of J&K living, studying or working in other parts of India.
With families expressing growing anxiety over the safety of their relatives, the Chief Minister’s Office created the helpline to provide immediate assistance, coordinate with state governments and law-enforcement agencies, and ensure that those in distress had a direct channel to the administration.
Officials said the initiative has since expanded well beyond its original emergency mandate. It now functions as a single-window support platform, assisting students, coordinating emergency travel, facilitating communication with local administrations and addressing various public-service concerns.
The helpline also played a significant role during the Iran-Israel conflict, when several students from Jammu and Kashmir were stranded amid the deteriorating security situation. It helped maintain contact with affected students, kept their families informed and coordinated information and assistance between the administration and authorities concerned.

Despite handling a wide range of cases, the helpline is reportedly being managed by a single officer at the Chief Minister’s Secretariat, who monitors calls, coordinates responses and follows up with departments and authorities across jurisdictions.
Government sources said the facility has handled thousands of calls and messages, often becoming the first point of contact for people seeking urgent intervention.
